ՀՀԿ վերջին խորհրդի նիստի ժամանակ Սերժ Սարգսյանը իր ելույթում, դիմելով ՀՀԿ-ական պատգամավորներին, ասել է՝ բոլոր գործերը դնել մի կողմ եւ զբաղվել օրենսդրական գործունեությամբ, ԱԺ աշխատանքներից բացակայելը դասալքություն է:
Հուզիչ է, իհարկե՛: Իսկ Սերժ Սարգսյանը երբևէ իրեն հաշիվ տվե՞լ է, թե ինչու ԱԺ-ն վերածեց «դասալիքների» ակումբի: Երբևէ կանչե՞լ է իր պատգամավորներին իր մոտ և պահանջել զբաղվել բուն աշխատանքով: Կամ արդյո՞ք նա չէր գիտակցում, որ նման խայտառակ խորհրդարան ձևավորելով և ընտրողներին ընտրակաշառքով փչացնելով՝ ֆիասկոյի առաջ է կանգնելու:
Հիշեցի մի դեպք՝ իմ անձնական փորձից:
Անցած խորհրդարանական ընտրություններին, երբ ինքս ԱԺ պատգամավորի թեկնածու էի մեծամասնականով, իմ փոքրաթիվ թիմի հետ մեկնում էինք համայնքներ, հանդիպում բնակիչներին, ծրագրեր քննարկում: Որոշել էի տարբերվող քարոզարշավ անել. նախընտրական ծրագրի փոխարեն ներկայացնում էի օրենքի գրեթե պատրաստի նախագծեր, կետ առ կետ բացատրում դրանք առավել հասանելի բառապաշարով և նշում, որ պատգամավոր ընտրվելու դեպքում ինձնից կարող եք ակնկալել բացառապես օրենսդրական նախաձեռնություններ, պայքար իրավունքների համար և օրինախախտումների դեմ, ինչպես նաև հասանելիություն բնակչության համար:
Գյուղերից մեկում մի տատիկ, լսելով իմ օրենսդրական նախաձեռնությունների մասին, գլուխը տմտմբացրեց և ասաց' լավ-վատ մի բոնբոներկա ենք ձրի ստանում, էդ էլ սա ա ուզում կտրի (նկատի ուներ իմ մրցակիցների կողմից բաժանվող «քաղցր» ընտրակաշառքը)...
Շուրջ երկուսուկես տարի է անցել այդ օրերից, և բոնբոներկայի ձևավորած խորհրդարանը ցույց տվեց իր «գեղի կլուբի» կարգավիճակը: Պատմության ընթացքում ամենախայտառակ օրինագծերը դակվեցին հենց այս խորհրդարանում, կոճակ սեղմողի դեր կատարող անորոշ գոյացությունները փոշիացրեցին մեր երկրի անկախությունը: Ինտիլիգենցիայի և տառաճանաչ մարդկանց գրեթե իսպառ բացակայությունը խորհրդարանում պարարտ հող նախապատրաստեց մեր անկախությունը կոպեկներով վաճառելու, ներքին և արտաքին մարտահրավերներում թուլանալու և հաճույք ստանալու և երկիրը սահմանափակ պատասխանատվությամբ ընկերություն դարձնելու գործում: Ուղղակի ողբալի է տեսնել, թե ինչպես են պատգամավորները բոնբոներկայի դեմք ընդունած քվեարկում Հայաստանը հայերի համար վարձակալական հիմունքներով աշխարհագրական տարածության վերածելու օրինագծերին...
Ցավոք, ընտրակաշառքով և բոնբոներկայամերձ շոշափելիքներով խորհրդարան գործուղվեցին մարդիկ, որոնք պետության այս կարևորագույն օղակը վերածեցին քաղաքական գերեզմանոցի: Երկրի խնդիրների նկատմամբ իրենց գերեզմանային լռությամբ խորհրդարանականները պարզապես քաղաքական տապանաքարի դեր են կատարում: Մինչդեռ արմատական փոփոխություններ, առանց խորհրդարանում մեծամասնություն կազմող որակյալ առաջնորդների, հնարավոր չէ: Վարչապետի փոփոխությունը միջանկյալ, ամորֆ լուծում է, իրական փոփոխությունների հասնելու համար օր առաջ հարկավոր է ցրել խորհրդարանը և թույլատրել պետական մտածողությամբ տարրերի մուտքը խորհրդարան, ովքեր համարձակություն կունենան, ելնելով լեգիտիմության աստիճանից, իրենց ուսերին կրել սպասվելիք այն ցավոտ բարեփոխումների պատասխանատվությունը, որը, ուզած թե չուզած, պետք է մեկնարկի առաջիկայում:
Քաղաքական առաջնորդների թիրախն առաջիկայում պետք է լինի խորհրդարանի լուծարումը: Հիշեք, որ կառավարությունները ձևավորվում են բացառապես խորհրդարանի քվեարկության արդյունքում: Այնպես որ երկրի վիճակի համար միայն վարչապետներին քավության նոխազ դարձնելը առնվազն զվարճալի է: Դա նույնն է, երբ ամուսինը սիրեկանին բռնեցնում է կնոջ գրկում և առաջինը սկսում է հարձակվել և ծեծել սիրեկանին: Ընդ որում, կարող է սիրեկանը լավ էլ բարեխիղճ է կատարում իր գործը, պարզապես կինն է անառակ...
