«Ժամանակ» թերթը գրում է. «ԲՀԿ-ական Միքայել Մելքումյանը հայտարարել է, որ կոալիցիոն հավանական զարգացումներ չի տեսնում: Օրերս մամուլում տեղեկություն էր հայտնվել, որ Հայաստանում կսկսվեն կոալիցիոն քննարկումներ ՀՀԿ-ի, ՀՅԴ-ի եւ ԲՀԿ-ի միջեւ, ինչն էլ կբերի կառավարության կազմում փոփոխությունների: Սակայն, ըստ հրապարակումների, դե յուրե կոալիցիա չի լինի: Եվ Միքայել Մելքումյանն էլ, ըստ էության, անուղղակիորեն հաստատում է, որ դե յուրե կոալիցիա չի լինի:

Հետաքրքրական է, որ ՀՅԴ-ն ու ԲՀԿ-ն պատրաստվում են ներկայիս ժամանակաշրջանում համագործակցել ՀՀԿ-ի հետ եւ պաշտոններ ստանալ: Խնդիրն այն է, որ Հայաստանում չափազանց ծանր սոցիալ-տնտեսական վիճակ է: Սրան գումարվում են նաեւ շարունակվող անիրավություններն ու աճող բռնությունները: Եվ համագործակցելով ՀՀԿ-ի հետ ու պաշտոններ ստանալով՝ այս ուժերը, ըստ էության, կիսելու են նաեւ պատասխանատվությունը իրավիճակի համար: Եվ այս պայմաններում ասել նաեւ, թե ընդամենը մեկ տարի են կիսում եւ չէին հասցնի այս ընթացքում որեւէ բան փոխել, երեւի թե որեւէ բան չի փոխի. հասարակությունը միամիտ չէ:

Եվ ուրեմն, ինչո՞ւ են ՀՅԴ-ն ու ԲՀԿ-ն պատրաստվում համագործակցել ՀՀԿ-ի հետ եւ պաշտոններ ստանալ ընտրություններից մեկ տարի առաջ, եթե դա անխուսափելիորեն հարվածելու է իրենց վարկանիշերին: Իհարկե, այլ հարց է, որ խորհրդարանական ընտրություններում վարկանիշերը չեն որոշում, այլ թվանկարչության ծրագրերը, եւ իշխանությունները նկարում են այն թվերը, որ իրենց է պետք:

Այս տեսանկյունից, ՀՅԴ-ն ու ԲՀԿ-ն պատրաստվում են ընդամենը ՀՀԿ-ին վճարել խորհրդարանում հայտնվելու գինը, քանի որ առանց ՀՀԿ-ի՝ այս ուժերը խորհրդարանում հայտնվելու որեւէ շանս չունեն: Իսկ այդ գինը լինելու է հասարակության աչքին, այսպես ասած, փոփոխությունների տպավորություն թողնելը, թե ահա՝ կատարվում են կադրային վերանայումներ, պաշտոնանկություններ եւ այլն, եւ իշխանությունները պատրաստվում են իրավիճակի փոփոխությանն ուղղված շեշտակի քայլերի: Այսինքն՝ ըստ էության շարունակվում է սահմանադրական «Այո»-ի քարոզչությունը, քարոզարշավի տրամաբանությունը, պարզապես արդեն այլ դրսեւորումներով:

Խնդիրն այն է, որ ՀՀԿ-ն այլեւս կադրեր չունի, որոնց կարելի է նշանակել որեւէ պաշտոնի եւ անգամ ձեւի համար, անգամ կարճ ժամանակամիջոցում տպավորություն թողնել, որ այդ կադրերը ինչ-որ փոփոխություն կարող են նշանակել: Վերջին այդպիսի ռեսուրսը երեւի թե սպառվեց Արփինե Հովհաննիսյանին արդարադատության նախարար նշանակելով: Դրանով ավարտվեց ՀՀԿ-ի կոսմետիկայի ռեսուրսը, եւ այդ պատճառով էլ եկել է ՀՅԴ-ին ու ԲՀԿ-ին դիմելու ժամանակը:

Իհարկե այնպես չէ, որ այս ուժերի մոտ այդ ռեսուրսը շատ է: Այստեղ էլ ռեսուրսը սպառման սահմանին է: Եվ այս առումով կա նաեւ երկրորդ խնդիրը, որ այսպիսով փորձում են լուծել ՀՀԿ-ն կամ Սերժ Սարգսյանը: Լիովին սպառել նաեւ ՀՅԴ-ի եւ ԲՀԿ-ի կոսմետիկայի ռեսուրսը եւ այսպիսով այս ուժերին կա՛մ վերջնականապես եւ, ինչպես ասում են, անշրջելիորեն դարձնել կառավարելի, կա՛մ տարբեր քաղաքական նախաձեռնություններում որպես ռեսուրս կամ կցորդ օգտագործել, կամ էլ քաղաքական պատմության գիրկն ուղարկել: Թեեւ, ավելի հավանական է այն, որ պատմության գիրկը կուղարկվի ԲՀԿ-ն՝ 2017-ից հետո, իսկ ՀՅԴ-ն պետք կգա մի շարք նախաձեռնություններում:

Իհարկե, առավելապես իր, այսպես ասած, շարքային ամուր ռեսուրսի շնորհիվ, որովհետեւ կուսակցոթյունն ունի իսկապես արժեքավոր եւ սկզբունքային շարքեր, ինչը, անկախ այդ կուսակցության, այսպես ասած, կառավարող «էլիտայի» հետ հարաբերություններից, թույլ չի տալիս ՀՅԴ-ն դուրս մղել հայաստանյան քաղաքականությունից եւ վերածել լիովին բիզնես պրոյեկտների, ինչպիսին հանդիսանում են այլ կուսակցություններ: Ավելին՝ այս տեսանկյունից ՀՅԴ-ն, ըստ էության, ինչ-որ իմաստով նույնիսկ անփոխարինելի է իշխանությունների համար՝ որպես քաղաքական տարրեր պարունակող եզակի պրոիշխանական ռեսուրս»:
