Իրաքի գործող Սահմանադրության համաձայն, Իրաքյան Քուրդիստանի շրջանն լայն ինքնավարություն ունի: Բարզանին պարզաբանել է, որ հիասթափված է Բաղդադի այժմյան քաղաքականությունից, որը քրդերին զրկել է բյուջեի սեփական հատվածից եւ չի կարողանում մի շարք այլ պատրավորություններ իրականացնել: Նրա խոսքով, շրջանը հետագա զարգացման երկու տարբերակ ունի. Իրաքի սովորական մարզ դառնալ կամ հանրաքվեի ճանապարհով անկախություն ձեռք բերել:
