Միշտ չէ, որ չաշխատող հղիները կարողանում են օգտվել նախածննդյան նպաստից

Արդեն երեք ամիս է՝ չաշխատող հղիներին նույնպես իրավունք է տրվել նախածննդյան և հետծննդյան նպաստ ստանալ: Օրենքն ուժի մեջ է մտել հունվարի 1-ից և այս ընթացքում   մայրանալ պատրաստվող կանայք արդեն հասցրել են օգտվել այս հնարավորությունից, սակայն կան դեպքեր, երբ հղիները տեղեկացված չլինելու կամ այլ պատճառներով չեն կարողանում ժամանակին օգտվել այդ հնարավորությունից: Orer.am-ին դիմած քաղաքացիներից մեկը խնդրել էր պարզել, թե ինչ ժամկետներում և ինչ կարգով են նախածննդյան նպաստները տրամադրվում:

Աշխատանքի և սոցիալական հարցերի նախարարության Կենսաթոշակային ապահովության վարչության առաջատար մասնագետ Տաթևիկ Միքայելյանը Orer.am-ին տեղեկացրեց, որ հղիության 22 շաբաթականից հղիությունը հսկող բժշկական հաստատությունները կանանց տրամադրում են ծննդօգնության պետական հավաստագիրը, իսկ հղիության 30 շաբաթականից նրանց 140 օրվա համար տրամադրվում է նաև ժամանակավոր անաշխատունակության թերթիկ, որի հիման վրա հետագայում նրան նպաստ են նշանակում: «Ժամանակավոր անաշխատունակության թերթիկը ստանալուց հետո այնտեղ ամրագրված 140 օրվա ընթացքում` երեխայի ծննունդից 70 օր առաջ և 70 օր հետո, կինը պետք է իր հաշվառման վայրի կենսաթոշակային հիմնադրամի տարածքային ծառայությանը դիմի, ներկայացնելով դիմում և համապատասխան փաստաթղթեր»,- ասաց Տ. Միքայելյանը:

Հաստատված կարգի համաձայն՝ սոցիալական ապահովության տարածքային բաժին պետք է ներկայացնել դիմում, հղիի անձնագիրը, հանրային ծառայության համարանիշը, 140 օրվա անաշխատունակության թերթիկը, բանկային հաշվի համարը և հավաստագիրը: Ի դեպ, նոր իրավակարգավորման համաձայն, դիմումը կարող է ներկայացնել ինչպես հղին, այնպես էլ այլ անձ` պարզապես այն պետք է ներկայացվի հղիի հաշվառման վայրի սոցիալական ապահովության տարածքային բաժին: «Ինչպես գիտեք, արդեն պետության կողմից իրականացվող սոցիալական ապահովության բաժնի բոլոր տեսակի հաշիվներն անկանխիկ եղանակով են իրականացվում, ուստի փոխանցում կատարելու համար, եթե բանկային հաշիվ չկա, հարկավոր է լինում ներկայացված բանկերից որևէ մեկում հաշվեհամար ունենալ: Դիմում ներկայացնելուց հետո առավելագույնը մեկամսյա ժամկետում նշանակվում է նպաստը և այն փոխանցվում հաշվեհամարին»,- ասաց Տ. Միքայելյանը:

Պաշտոնյայի խոսքով՝ լինում են նաև դեպքեր, երբ չաշխատող հղիները մերժում են ստանում և չեն կարողանում օգտվել նախածննդյան և հետծննդյան նպաստ ստանալու իրավունքից: Մերժման հիմք կարող է հանդիսանալ որևէ հասցեում կնոջ հաշվառում չունենալը, հղիության հավաստագրի ոչ ճիշտ կամ սխալներով լրացված լինելը և այլն: Մասնագետը նշեց նաև, որ 140 օրվա համար նպաստի չափը կազմում է 126 հազար 600 դրամ, իսկ վաղաժամ ծննդաբերության դեպքում կինը ստանում է 63 հազար դրամ նախածննդյան նպաստ:
