ՀՀ տարածքային կառավարման և զարգացման նախարար Դավիթ Լոքյանն այսօր ընդունել է Համաշխարհային բանկի կողմից մշակված Տեղական տնտեսության և ենթակառուցվածքների զարգացման (ՏՏԵԶ) ծրագրի թիմի անդամներին:

Այս մասին տեղեկացրին  ՀՀ տարածքային կառավարման և զարգացման նախարարությունից:

Ողջունելով հյուրերին` նախարար Դավիթ Լոքյանը բարձր է գնահատել ծրագիրը և կարևորել այն՝ տարածքային համաչափ զարգացման, ենթակառուցվածքների բարելավման և զբոսաշրջության խթանման առումով:

«Ծրագիրը մեր երկրի համար շատ կարևոր է և անհրաժեշտ: Տարածքների զարգացումը մեր առաջնահերթությունն է, և  կարծում եմ, որ ծրագիրն իր բաղադրիչներով ուղղակիորեն առնչվում է տարածքային կառավարման և զարգացման ընդհանուր ռազմավարությանը: Աղքատության կրճատում մարզերում, ﬔկ շնչին ընկնող ՀՆԱ-ի մակարդակի բարձրացում, տարածքների զբոսաշրջային գրավչություն. սրանք այն հիմնական խնդիրներն են, որոնց լուծումները ծրագիրը ապագայում պետք է տա»,- հանդիպման սկզբում ասել է նախարարը և պատրաստակամություն  հայտնել մարզային և համայնքային մակարդակով աջակցելու ծրագրի ընթացքին:

ՏՏԵԶ ծրագրի թիմի ղեկավար Ահմեդ Այվեդան  շնորհակալություն է հայտնել նախարար Դավիթ  Լոքյանին ջերմ ընդունելության համար և շնորհավորել պաշտոնն ստանձնելու կապակցությամբ: «Տարածքային կառավարման և զարգացման նախարարության հետ մենք ունենք երկարամյա և հաջողված  գործընկերություն: Այս ծրագիրը մեզ համար նույնպես շատ կարևոր է, մասնավորապես` զբոսաշրջության տեսանկյունից»,-ասել է Ահմեդ Այվեդան:

Նա մանրամասն ներկայացրել է ծրագրով նախատեսվող միջոցառումները, դրանց կյանքի կոչման ուղղությամբ իրականացվելիք քայլերը և ծրագրի ռազմավարութ յան թիրախները: Պարոն Այվեդան նշել է, որ ՏՏԵԶ ծրագրի նպատակը ենթակառուցվածքային ծառայությունների և ինստիտուցիոնալ կարողությունների բարելավումն է՝ ուղղված մեր երկրի ընտրված մարզերում տեղական տնտեսության զարգացմանը, զբոսաշրջային գրավչության բարձրացմանը, այդ թվում՝ մշակութային ժառանգության վերականգնմանը և զբոսաշրջային երթուղու զարգացմանը:  

ՏՏԵԶ ծրագրի նպատակաուղղվածության համատեքստում Դավիթ Լոքյանն ընդգծել է համակարգման ճշգրիտ մոդելի կիրառումը, որը հնարավորություն կտա ընտրել այնպիսի տարածքներ, որտեղ ներդրումներն ու ցուցաբերվող օժանդակությունը կհանգեցնեն ավելացված արժեքի ապահովման: Նախարարի համոզմամբ, օպտիմալ ծախսումներով մեծ արդյունք ստանալու համար տարածքներ ուղղվող բոլոր միջոցները պետք է համակարգվեն զուգահեռության և ուղղահայացության սկզբունքներով, այդպիսով թիրախային ամենաաղքատ տարածքները բերելով միջին զարգացման մակարդակի: 

Հանդիպմանն անդրադարձ է կատարվել նաև ծրագրի բաղադրիչներին, մասնավորապես` ժառանգության կենտրոնի վերականգնում և զբոսաշրջային շրջանի մշակում, պետական-մասնավոր ներդրում, ինստիտուցիոնալ զարգացում և այլն:

Հանրային ենթակառուցվածքներում մասնավոր ներդրումներ ներգրավելու տեսանկյունից նախարարը կարևորել է պետական-մասնավոր ներդրում բաղադրիչը և նշել, որ այն հետագայում այլ տարածքներում նույն մեխանիզմը կիրառելու լավ օրինակ կարող է դառնալ, քանի որ, նախարարի խոսքով, այդ կարգի համագործակցության փորձի պակաս կա երկրում:

Հանդիպմանը քննարկվել են Տեղական տնտեսության և ենթակառուցվածքների զարգացման ծրագրին վերաբերող մի շարք այլ հարցեր, ներկայացվել են առաջարկություններ:
