Հայաստանի արտաքուստ ուժեղ թվացող իշխանությունը ճգնաժամի մեջ է առնվազն 1996թ-ից:
Սակայն ներքին ու արտաքին բարենպաստ կոնյուկտուրան այդ ճգնաժամը դարձրել է հիմնականում անտեսանելի:
Համաշխարհային տնտեսական ճգնաժամը ու միջազգային լարված իրադրությունն՝ Ուկրաինայի ու այլ իրադրձությունների հետևանքով, նոր մարտահրավերներ ստեղծեցին, որոնք արդեն ակնհայտ դարձրեցին իշխանության ճգնաժամը, ավելի ճիշտ՝ այն նկատելի եղավ շատերի համար:
Գուցե պարադոքսալ հնչի, սակայն սահմանային վերջին իրադարձություններն իշխանության ու քաղաքական համակարգի առողջացման ազդակ կարող են դառնալ:
Գոնե հիմա իշխանության ներսում տեսանելի են երկու իրարամերժ միտումներ ու դրանց հակադրության ֆոնին կարող է աճել հասարակության գործոնը:
Իշխանությունն՝ իր գործադիր, օրենսդիր, դատական ճյուղերով, զուրկ է հասարակական աջակցության ռեսուրսից ու հիմնված է օլիգարխիայի աջակցության վրա: Բավարար է հպանցիկ հայացք նետել կառավարության ու խոհրդարանի կազմին, որպեսզի ասվածն ակնհայտ դառնա կամ թեկուզ հիշել մի դեպք, որ դատարանում մի որևէ օլիգարխ պարտվել է:
Նկարագրվածն իշխանության իներցիոն դրսևորումն է, որը, կրկնեմ, ՙՙարդյունավետ՚՚ գործել է տարիներ ի վեր ոչ թե որակի, այլ՝ որոշակի հանգամանքների շնորհիվ:
