Փորձագիտական շրջանակների դերն ու կարևորությունը ներքաղաքական իրադարձությունների և հանրության ճիշտ կողմնորոշման դերում, շատ կարևոր է: Բայց հաճախ անձնական շահագրգռվածությունից դրդված տվյալ ինստիտուտը ներկայացնողն այնպես է աղավաղում իրականությունն ու այնպիսի կողմնակալ գնահատականներ է հնչեցնում, որ ակամայից հիասթափություն ես ապրում:
Զորօրինակ քաղաքագետ Անդրանիկ Միհրանյանը ով բավականին հարուստ կենսափորձ ունենալով հանդերձ, օրերս, ՀՀ 2-րդ նախագահի քաղաքական կապիտալն արժևորելու նպատակով, բավականին կողմնակալ գնահատականներ հնչեցրեց, այդ ճանապարհին չզլացավ և որոշակի առումով նաև վարկաբեկեց այլ քաղաքական ուժերի: Ուշագրավ էր ԲՀԿ-ի և Գագիկ Ծառուկյանի վերաբերյալ հնչեցված անհեթե որակումները, որոնք բացառապես սուբյեկտիվ էին, այսինքն ոչ մի քաղաքակագիտական հիմնավորում չկար դրանց տակ, զուտ ինչ-որ շահով պայմանավորված, Միհրանյանին հրահանգել էին, որ նման հայտարարություն անի: Բայց ինչից են նեղվել Միհրանյանի հրահանգիչները, այն մտքից, որ Ծառուկյանն ասեց երկրին կայունություն է պետք, որպեսզի ներդրումներ գան, երկրին կայունություն է պետք, որպեսզի զարգացում լինի ու այս համատեքստում հանգում ենք Ծառուկյանի հաջորդ մտքին, որ ներքաղաքական դաշտում արհեստականորեն ձևավորված երկու հակադիր քաղաքական բևեռներից՝ գործող իշխանություն և ՀՀ 2-րդ նախագահն ու արբանյակները, որևէ մեկի բացարձակ իշխանություն կազմելու դեպքում, կրկին քաղաքական ճգնաժամ է լինելու, կրկին անկայունություն: Այսինքն ըստ էության, այն ինչի համար արատահերթ ընտրություններ են կազմակերպվում, շարունակելու է մնալ առկախված, չլուծված:
Նեղվել պետք չի նման հայտարարություններից, այլ հարկավոր է ականջալուր լինել, հարկավոր է սեփական կամ ներկուսակցական շահերից դուրս գալ, հակառակ պարագայում ճահիճը, որի մեջ հայտնվել ենք արդեն 30 տարի, անվերջ կրկնվելու է:
Անաչառ գնահատական այս մասով կարելի էր տալ և այո շատ ավելի բարոյական կլիներ, երբ մի կողմ դնելով ցանկացած նյութական շահ, որպես փորձագետ, հնչեցվեին այնպիսի թեզեր, որոնք կօգնեին հասարակությանը ճիշտ կողմնորոշվել և կօգնեին քաղաքական ուժերին ճիշտ ուղղով առաջ շարժվել:
Այս բացը միշտ է եղել, լավ կլիներ, որ գտնվեր մեկն ով կոտրելով ձևավորված արատավոր բարքերն, իրոք փորձագիտական ինստիտուտի դերն արժևորելով, բեկում կմտցներ ներքաղաքական զարգացումների մեջ, այդկերպ նպաստելով պետականաշինության ազնիվ գործին:
