Որպես կանոն նորմալ երկրներն ունենում են իշխանություններ, որոնք ծառայում են պետությանն ու հասարակությանը։ Դեգրադացված երկրներում պատկերը տրամագծորեն հակառակն է՝ իշխանությունը պետությունն ու հասարակությունը ծառայեցնում է սեփական նպատակներին։

Այսօր ունենք մի իրողություն, երբ Հայաստանը Նիկոլ Փաշինյանի ու նրա քաղաքական խմբակի համար վերածվել է սեփական շահերի բավարարման աղբյուրի։ Նրանց համար այդպիսի աղբյուր է նաև հասարակությունը, քանի որ հենց հասարակության լուռ, իսկ երբեմն՝ ոգևորված անտարբերությամբ է տեղի ունենում պետության ծառայեցումը մարդկանց փոքր կամ ոչ այնքան փոքր խմբի շահերին։ Փաշինյանը, լայն իմաստով, անցած չորս տարիներին զբաղված է եղել ու լինելու է սեփական քաղաքական նպատակներին պետության ենթարկեցման հակապետական գործունեությամբ, որն առայժմ նրա մոտ հաջողվում է։

Ըստ էության, պետության ենթարկեցման գործընթացը տեղի է ունեցել ու շարունակվում է պետական ու հանրային կառավարման համակարգերի դեգրադացման ու կոռոզիայի միջոցով։ Հենց այդ նպատակին են ծառայել Նիկոլի կողմից կատարված բոլոր նշանային քայլերը՝ ԱԺ պաշարում,  դատարանների շենքերի շրջափակում, ՍԴ ուզուրպացիա, դիվանագիտական համակարգի արժեզրկում, ՏԻՄ-երի ղեկավարների, վերջերս արդեն՝ նաև դատավորների քրեական հետապնդում, հետևողական արշավ խոսքի ազատության և զանգվածային լրատվամիջոցների դեմ։ Այս և բազմաթիվ այլ քայլերի հիմքում դրված է մեկ նպատակ՝  պետական և հանրային կառավարման բոլոր համակարգերի ենթարկեցում իշխանությանը՝ Նիկոլ Փաշինյանին։

Այստեղ շատ կարևոր է արձանագրել, որ ժանրի կանոնների համաձայն, ինչպես հարիր է ցանկացած պոպուլիստական խմբակի ու ուզուրպատորի, բոլոր այս գործընթացները տեղի են ունեցել և շարունակվում են «ժողովրդի անունից», «պողպատյա մանդատով»։ Դա հնարավորություն է տալիս պետական համակարգի դեգրադացիան ու, ըստ էության, իշխանության տոտալ բռնազավթումը փաթեթավորել ժողովրդավարության շղարշով, որին՝ սեփական աշխարհաքաղաքական նպատակներից ելնելով, առայժմ ծափահարում է ժողովրդավարության մեծ պաշտպան Արևմուտքը։

Իրականում, սակայն, Հայաստանում այդ ձևական ժողովրդավարությունը ծառայում է միահեծան բովանդակությամբ իշխանության ամրապնդմանը, ըստ էության, տեղի է ունենում «ժողովրդավարական ավտորիտարացում»՝ հանգեցնելով իշխանության գերկենտրոնացմանը, որը որևէ աղերս չունի իրական դեմոկրատիայի հետ։ Սա, ըստ էության, պոպուլիզմի դիպվածն է, տեխնոլոգիական լեզվով՝ արտադրական խոտանը։

Ակնհայտ է, որ պոպուլիզմի միջոցով հնարավոր է հասնել իշխանության, բայց պոպուլիզմն իր էությամբ քանդարար և ոչ ստեղծարար զբաղմունք է ու պետության թշնամին։ Իշխանության գալով՝ պոպուլիստները քանդում են պետությունը, որովհետև նրանց նպատակը ոչ թե պետության, այլ իշխանության պահպանումն է։ Արդյունքում՝ ոչ թե իշխանությունն է ծառայում պետությանը, այլ պետությունը՝ իշխանությանը։ Հայաստանի դեպքում՝ դեռևս այն բեկորները, որոնք մնացել են պետությունից։
