«Շրջանառության հարկի մասին» օրենքը դեռ ամենաքիչը վեց ամիս կմնա ամենաքննարկվող թեմաների շրջանակում: Ինչպես նշում են իշխանության ներկայացուցիչները, վաղ թե ուշ տվյալ օրենքը գործելու է` անկախ նրանից, թե իշխանական բուրգի գլխում կոնկրետ որ քաղաքական ուժը կանգնած կլինի: Ըստ ՀՀԿ-ական պատգամավորների մեկնաբանությունների` այն բոլոր քաղաքակիրթ երկրներում գործող օրենք է:
Ճշտելու համար, թե արդյո՞ք ոչ իշխանական ուժից ՀԱԿ ներկայացուցիչները համամիտ են վերը նշված մտքի հետ, եւ արդյո՞ք անգամ իշխանափոխությունը չի փրկի փոքր եւ միջին բիզնեսով զբաղվող անձանց չարիք դարձած օրենքից, Orer.am-ը ճշտեց ԱԺ ՀԱԿ խմբակցության քարտուղար Արամ Մանուկյանից.
-Բոլոր այն ռեֆորմները, որոնց ես իմ ելույթում անդրադարձել եմ, նորմալ ռեֆորմներ են՝ միջազգային փորձաքննությամբ անցած, պարզապես Հայաստանում դրանց կիրառումն ու կիրառողները լավը չեն: Մեր երկրում լավ ռեֆորմներն օգտագործվում են ի չարս: Պետք է նշեմ, որ բոլոր ռեֆորմ իրականացնողները դրանք իրականացնելուց հետո հարստացել են, եւ տվյալ պարագայում այս օրենքի նպատակը ոչ թե ստվերի վերացումն է, այլ փոքր բիզնեսը մեծ բիզնեսի դեմ հանելը: Նրանք չեն համարձակվում կամ էլ պարզապես չեն ցանկանում մեծ բիզնեսի դեմ դուրս գալ: Այս պարագայում նրանք փոքր բիզնեսով զբաղվողներին հանել են մեծ բիզնեսով զբաղվողների դեմ: Իշխանությունների ներկայացման այս ձեւը խիստ քննադատելի է, չի կարելի փոքր բիզնեսը գցել մեծ բիզնեսի հարվածների տակ:
Պետք է նշեմ մեկ կարեւոր հանգամանք. հիմա հնարավոր չէ ռեֆորմ անել մեկ համակարգում, որտեղ մաքսեր, հարկեր եւ ֆինանսներ բերող ու ծախսողը նույն նախարարությունն է: Մեծագույն հանցագործությունն անցած տարվա այն էր, որ այս երեք կառույցները միավորվեցին մեկ նախարարության մեջ եւ մեկ նախարարի ենթակայության տակ, ում մասին միջազգային մամուլը բազմիցս է խոսել` որպես կոռումպացված անձ:
-Տարօրինակ է, բայց փաստ՝ օրերս ՀՀԿ խմբակցության պատգամավոր Կարեն Կարապետյանն իր հայտարարության մեջ նշել էր, որ ստվերում գործող խոշոր գործարարների տեղն իշխանությունը լավ գիտի, սակայն, ինչպես տեսնում ենք, լավ իմանալով նրանց տեղը, այնուամենայնիվ, հարվածի տակ են ընկնում փոքր եւ միջին բիզնեսով զբաղվողները:
-Ես բազմիցս եմ ասել, որ բոլոր այն մարդիկ, ում դեմ մենք պայքարում ենք, նստած են ԱԺ դահլիճում եւ ՀՀ կառավարությունում: Կառավարությունում այսօր ավելի շատ բիզնեսով զբաղվող մարդիկ կան, քան` չզբաղվող: Հայաստանում բիզնեսի 50%-ից ավելին այդ երկու շենքերում աշխատող մարդկանց ձեռքում է, եւ այս պարագայում տրամաբանություն չենք կարող գտնել ու ասել, թե, օրինակ, այդ մարդիկ ինչպես են իրենք իրենց բիզնեսի դեմ պայքարելու եւ օրենքի նախագծեր բերելու: Ի՞նչ է` գիտեք կուտակայինի մասին օրենքը վատ բան է իրենից ներկայացնում, բնավ՝ ոչ, սակայն մարդիկ գիտեն ում գրպանն է գնում գումարը ու հենց դրա համար էլ այդ ռեֆորմի անունն էլ փչացրին:
Նույնը կարող եմ ասել կարմիր գծերի ու նկարահանող սարքերի մասին, դրանք եւս ամբողջ աշխարհում գործող օրենքներ են: Պետք է նշեմ, որ ժողովուրդը երբեք չի ըմբոստանում ռեֆորմի դեմ, այլ ըմբոստանում է դրա իրականացման եւ ստացված արդյունքի դեմ: Այստեղ անձերի խնդիրը չէ, այլ նրանց աշխատելու մեխանիզմի, որը գալիս է վերեւից:
-Ի՞նչ եք կարծում` օրենքը վեց ամիս հետաձգելով` իշխանությունները հույս ունեն, որ ժողովրդի սոցիալական վիճակն ավելի կլավանա՞:
-Ոչ, նման բան չի լինի: Անգամ այն դեպքում, երբ մարդիկ շատ ցանկանան թղթաբանությամբ աշխատել, միեւնույնն է, նրանք ի վիճակի չեն դա անել: Փոքր բիզնեսի տեր մարդը, ով մի սեղանիկի վրա վաճառք է իրականացնում, չի կարող հաշվապահություն իրականացնել եւ ամեն մի ապրանքի համար փաստաթուղթ ստեղծել. հենց սա է պատճառը, որ մարդիկ պատրաստ են 3.5% վճարել, քան 1%:
