Երեկ ԱԺ-ում «Շահութահարկի մասին» օրենքում լրացումներ և փոփոխություններ կատարելու մասին օրենքի նախագծի քննարկման ժամանակ տարբեր խմբակցությունների պատգամավորներ հայտնեցին իրենց դժգոհությունը ՀՀ կառավարության կողմից ներկայացված առաջարկների վերաբերյալ: Ըստ պատգամավորների՝ օրենքում նման փոփոխությունների իրականացումը եւս մեկ հնարավորություն կընձեռի այս պարագայում արդեն արտահանման դաշտը մոնոպոլիզացնելու համար:
Թե իրականում ի՞նչ դրական ու բացասական կողմեր ունի օրենքում փոփոխություններ մտցնելու առաջարկը, Orer.am-ը ճշտեց Տնտեսական հարցերի մշտական հանձնաժողովի անդամ Խաչատուր Քոքոբելյանից.
-Ես չեմ կարծում, որ կառավարությունը չի ցանկացել ի շահ արտադրողի ինչ-որ փոփոխություն իրականացնել, բայց հստակ կարող եմ ասել, որ սա չի նպաստելու ի շահ արտադրողի: Հիմա հարց կառաջանա, թե ինչու. ասեմ՝ Հայաստանի Հանրապետությունում առանց այդ էլ տնտեսությունը գտնվում է խղճուկ վիճակում, եւ այս պարագայում մեր ցանկացած քայլ պետք է լավ հաշվարկված լինի: Տնտեսությունը գտնվում է նման վիճակում, քանի որ դրա համար բազմաթիվ պատճառներ կան: Այդ պատճառները ոչ միայն շրջափակմանն են վերաբերում, այլ նաեւ մենաշնորհային ներմուծման հետ կապված արտոնյալ պայմանների առկայությանը: Գաղտնիք չէ, որ Հայաստանում հիմնական սպառողական ոլորտները մի քանի կազմակերպությունների կողմից մենաշնորհային վիճակում են գտնվում:
Այս օրենքի նախագիծը կարող է դաշտը մոնոպոլիզացնել: Տվյալ կազմակերպությունը, որը կզբաղվի արտահանմամբ, ունենալով մենաշնորհային դիրք ու վարելով հստակ քաղաքականություն, այնպես կանի, որ կտուժեն փոքր արտադրողներն ու արտահանողները, որոնք այդ նույն արտադրատեսակի արտահանմամբ են զբաղվում: Ցավոք, այս օրենքը հնարավորություն է տալիս Հայաստանի արտահանման համար ստեղծել ուղղակիորեն մոնոպոլ եւ մենաշնորհային վիճակ ինչ-որ կազմակերպության համար: Շատ բարոյական կլիներ, եթե նախ ասվեր, թե որ կազմակերպության համար է սա արվում, ովքեր են այդ կազմակերպության հետեւում կանգնած, եւ ինչ է ենթադրվում անել, բայց դա եւս հարցի լուծում չէ:
Վտանգավոր եմ համարում օրենքի այն դրույթները, որոնց ուժի մեջ մտնելուց հետո արտադրություն կազմակերպելու համար, բացի ֆինանսական ռեսուրսներից, էականորեն անհրաժեշտ կլինեն այն արտադրական ուժերը եւ նյութատեխնիկական բազան, որոնք պետք է ներգրավել այդ արտադրության կազմակերպման համար: Մենք գիտենք, որ Հայաստանում արտադրողական ուժին առնչվող ռեսուրսները շատ սուղ են, ու այս պարագայում այդ կազմակերպությունը, մենաշնորհային դիրք ունենալով մյուս գործընկերների համեմատ, գտնվելու է անհավասար պայմաններում: Սա խոսում է այն մասին, որ այս օրենքը որեւիցե աղերս չունի շուկայական տնտեսության հետ: Ես ՀՀ կառավարությանը գրավոր կառաջարկեմ ու կասեմ, որ չկա որեւէ մեկը, ով չի ցանկանում, որ Հայաստանում արտահանման ծավալները մեծանան:
-Առաջին հայացքից, կարծես թե, օրենքում առաջարկվող փոփոխությունները բավական անմեղ են, այդպես չէ՞:
-Ինչ խոսք, առաջին հայացքից սա անմեղ օրենք է, բայց դա այդպես չէ: Եթե ուզում ենք խթանել արտահանումը, իսկ դա մենք պետք է ուզենք, ապա ես առաջարկում եմ, որ ամեն ինչ իրականացվի ըստ ճյուղերի եւ շեմերի, օրինակ` գինեգործության համար լինի 5 միլիարդ դրամի շեմ: Ես սա, իհարկե, պայմանական եմ ասում, քանի որ թվերը խիստ ուսումնասիրության կարիք ունեն: Այստեղ մեկ կարեւոր հանգամանք պետք է նշեմ. չնայած շեմերը պետք է տարբեր լինեն, այնուամենայնիվ, բոլորին պետք է տրվեն հավասար արտոնություններ, որպեսզի մի ճյուղային արտադրության ոլորտը մյուսի նկատմամբ գերակա չլինի:
