Բազմիցս հասարակական և քաղաքական գործիչները տարբեր ամբիոններից հնչեցնում են այն միտքը, որ պետք է վերջ տալ Հայաստանում տիրող օլիգարխիային, կրճատել ստվերային տնտեսությունը, պետք է հնարավորություն տալ զարգանալու փոքր և միջին բիզնեսին և այլն:
Սակայն այս պարագայում սովորաբար չեն անդրադառնում մի կարևոր հարցի. այն է` արդյո՞ք Հայաստանի տնտեսությունն առանց այդ համակարգի կարող է երկար գոյություն ունենալ կամ այդ համակարգը իր բացասական կողմերից բացի, ի՞նչ դրական էֆեկտներ է պարունակում:
Այս համակարգի դրական էֆեկտների մասին խոսելու համար բավական է միայն հիշել անցյալում տեղի ունեցած մի քանի փաստեր, որոնք սակայն քչերին են հայտնի և գրեթե չեն արծարծվում մամուլում և լրատվական կայքերում: Որպես օրինակ՝ 2010 թվականի ռուսական հրդեհները, որի պատճառով այրվեցին հազարավոր հեկտարներով ցանքատարածություններ: Արդյունքում՝ ՌԴ կառավարությունը մեկ տարով կասեցրեց հացահատիկի արտահանումը:
Հայաստանի Հանրապետությունը տարեկան սպառում է 650-720 հազար տոննա հացահատիկ, որի հիմնական մասը՝ շուրջ 400 հազար տոննա, ներկրում է ՌԴ-ից: Երբ 2010 թվականի օգոստոսին ՌԴ-ն արգելեց հացահատիկի արտահանումը, ՀՀ ռեզերվային պաշարը կազմում էր ընդամենը 270 հազար տոննա, այսինքն՝ ավելի քան 130 հազարով պակաս, քան անհրաժեշտ էր: Թվում էր, թե այս անելանելի իրավիճակը կբերի պարենային ճգնաժամի, սակայն բարեբախտաբար խնդիրն ունեցավ այլ լուծում:
Մեր երկրի ամենաճանաչված օլիգարխներից մեկը (անունը չենք հրապարակում քաղաքական ենթատեքստ չհաղորդելու համար), գործի դնելով բացառապես անձնական կապերը, կարողացավ հասնել նրան, որ 2010 թվականի սեպտեմբերին Կանադայից Հայաստան բերվեց պահանջվող հացահատիկի քանակը: Իհարկե, ներմուծողը ստացավ իր բաժին շահույթը, սակայն տնտեսական այդ բարդ պահին կարողացավ, ըստ էության, փրկել տնտեսությունը ճգնաժամային իրավիճակից:
Սա ընդամենը մի օրինակ է. նմանատիպ դեպքերը մեր իրականության մեջ բազմաթիվ են, և դրանք հիմնականում կմնան գաղտնի կամ սահմանափակ թվով մարդկանց հասանելի: Տարբեր ներդրումային և ռազմավարական ծրագրեր, որոնք հսկայական միջոցներ և ռիսկեր են պարունակում, անհնար է լուծել փոքր և միջին ձեռնարկատերերի միջոցներով:
Բերենք մեկ այլ օրինակ. հաճախ ենք պահանջում կրճատել ստվերը, ոմանք նույնիսկ մեղադրում են բազմաթիվ պաշտոնյաների՝ նշելով որ չեն կարողանում կրճատել այդ ստվերը: Իրականում, ՀՀ պետական համակարգի մասին անգամ մակերեսային պատկերացումներ ունեցող անձը լիովին հասկանում է, որ ստվերի իսպառ վերացումը ոչ թե օրերի, այլ ընդամենը ժամերի հարց է: Սակայն…
Բերենք ևս մեկ օրինակ. 2013 թվականին հայ-լեհական ռազմական պայմանագրի շրջանակներում Լեհաստանը պարտավորվեց արդիականացնել 84 միավոր հայկական T72 տանկ՝ դրանք դարձնելով գերժամանակակից պահանջներին համապատասխան: Պայմանագրի ընդհանուր արժեքը շուրջ 400 մլն դոլար էր: Հարց է առաջանում՝ իսկ որտեղի՞ց այդքան գումար պաշտպանության նախարարությանը՝ նման թանկարժեք պայմանագիր ստորագրելու համար:
Ակամայից գտնելով այս հարցի պատասխանը՝ պետք է հասկանանք, որ մերօրյա իրականության մեջ, օլիգարխիկ համակարգն ունի նաև կարևոր հատկանիշներ, առանց որոնց անհնար կլինի ապահովել ազգային անվտանգության բավարար մակարդակ: Իհարկե, ցանակալի է, որ այդ ամենի արդյունքում օլիգարխիան չվերածվի ամենատիրության և ամենաթողության:
