ԱՄՆ-ի Ատլանտյան խորհուրդն իր կայքում հրապարակել է անդրատլանտյան կապերի գծով ավագ գիտաշխատող, քաղաքական վերլուծաբան Սաբինա Ֆրեյզերի անդրադարձը Լեռնային Ղարաբաղի շուրջ վերջին զարգացումներին:
Անդրադարձը հրապարակվել է 106-ամյա հայ տատիկի՝ Դեղ գյուղում AK-47 ավտոմատի հետ 1990-ին արված լուսանկարով:
Փորձագետի գնահատականով՝ «հաճախ մոռացվող» Լեռնային Ղարաբաղի հակամարտությունը 1994-ի հրադադարից հետո իր ամենավատթար դրսևորումն ունեցավ այս ամառ՝ խլելով տասնյակ զինվորների կյանք: Ըստ հեղինակի՝ մի քանի շաբաթվա կտրվածքով սա ահռելի թիվ է, եթե հաշվի ենք առնում, որ միջինը տարեկան երեսուն մարդ է սպանվում նույն հակամարտության բովում:
Սակայն կոնֆլիկտի ապասառեցումը հիշեցրեց ոչ միայն դրա վտանգի մասին, այլև հնարավորություն ստեղծեց, որպեսզի Ռուսաստանը ցույց տա իրեն որպես Կովկասում անվտանգության հիմնական երաշխավոր: Ֆրեյզերը քիչ հավանական է համարում, որ Պուտինի իշխանություններն իսկապես ցանկանան լուծել այս հակամարտությունը, քանի որ տարածաշրջանն այդ կերպ կդառնա նավթի, գազի ապահով տարանցման, ինչպես նաև՝ Արևմուտքի այլ շահերին ծառայող ապահով գոտի: Նշվում է, որ նույն նավթային ռեսուրսների շնորհիվ Ադրբեջանն անցած տարի իր ռազմական բյուջեն 3.7 մլրդ ԱՄՆ դոլարի է հասցրել: Սա քսան անգամ գերազանցում է նույն ցուցանիշը՝ տասնամյակի կտրվածքով: Այս առիթով հեղինակը հիշում է նաև Ադրբեջանի նախագահ Իլհամ Ալիևի ռազմատենչ հռետորաբանությունը Twitter-ում: Իր հայտարարություններից մեկում Ալիևն ասել էր, որ սպառազինությունը կբավականացնի «գործն ավարտին հասցնելու համար»:
Հոդվածագրի գնահատականով՝ Պուտինին հակամարտությունը թույլ տվեց ներկայանալ խաղաղարարի լուսապսակով, իսկ Ադրբեջանի իշխանություններին՝ հանրությանը շեղել երկրի ներքին խնդիրներից: Մասնավորապես՝ Ադրբեջանի նախագահն այդ կերպ շեղեց ուշադրությունն իր երկրում ՀԿ-ների, իրավապաշտպանների և լրագրողների նկատմամբ իրականացվող հալածանքներից: Հայաստանի առնչությամբ նշվում է, որ Ռուսաստանի միջամտությունը Մոսկվայից է՛լ ավելի մեծ կախվածության մեջ դրեց Երևանին:
Լարվածության ի հայտ գալը Ֆրեյզերը կապում է դրա բանակցային լուծման հեռանկարները չնշմարվելու հետ: Ըստ նրա՝ 2011-ից ի վեր այդ հարցում առաջխաղացում չկա: Իսկ Ուկրաինայի ճգնաժամը միայն խորացրել է այդ «անհուսության զգացողությունը»: Ռուսաստանի կողմից Ղրիմի միացումը, ըստ հեղինակի, Ադրբեջանին հուշեց, որ կարելի է արագ հարձակում գործել և տարածքներ վերագրավել՝ առանց միջազգային հանրության առանձնակի դիմադրության:
Հիշեցվում է, որ Ադրբեջանը պատահական չէր Ղրիմի հարցով Ռուսաստանի դեմ քվեարկել ՄԱԿ-ում: Իսկ Ռուսաստանի համար, Ղարաբաղի հակամարտության վերսկսման վտանգը, մյուս կողմից հնարավորություն էր նաև շեղել ուշադրությունն Ուկրաինայի հարավ-արևելքում տեղի ունեցող զարգացումներից:
Նշվում է, որ միակ միջնորդի ու երաշխավորի կարգավիճակում հանդես գալու մարտավարությունը Ռուսաստանը բանեցրել էր նաև 2008-ին ռուս-վրացական հակամարտության ընթացքում: Իսկ լայն իմաստով այս ամառվա լարվածությամբ Մոսկվան ցույց է տալիս, որ կարող է թե՛ խաղաղության, թե՛ պատերազմ առաջ տանող լինել Հարավային Կովկասում:
