Եվրախորհրդարանը բանաձեւ է ընդունել, որում ի գիտություն ընդունելով նոյեմբերի 9-ի հրադադարի հայտարարությունը, դատապարտում է Բաքվի ագրեսիան եւ Արցախի դեմ պատերազմական հանցագործությունները, Թուրքիայի ներգրավվածությունը եւ նշում, որ անհրաժեշտ է ԵԱՀԿ Մինսկի խմբի համանախագահության շրջանակներում Լեռնային Ղարաբաղի հիմնախնդրի տևական լուծումը և Արցախի ապագա իրավական կարգավիճակի որոշումը համանախագահների կողմից առաջարկված հիմնարար սկզբունքների հիման վրա:

 

Բանաձեւում չի տրվում Ռուսաստանի անունը, քանի որ այն դեռ Մինսկի խմբի համանախագահ է: Միեւնույն ժամանակ, ԵՄ պատասխանատուների վերջին շրջանի հայտարարություններում Թուրքիան սերտորեն կապակցված է Ռուսաստանի հետ՝ որպես «մեծ հավասարման մասեր»: Միեւնույն ժամանակ, չեն դադարում հարցերը Ռուսաստանին նույն այն շեշտադրումների մասով, որոնք ներառված են ԵԽ բանաձեւում՝ կարգավիճակ, դեօկուպացիա, տեղահանվածների վերադարձ եւ այլն:

 

Լավրովը հակադարձում է այս հարցադրումներին, թե «Իբր մենք միջամտել ենք Լեռնային Ղարաբաղում բացառապես այնտեղ Արեւմուտքի դեմ մեր աշխարհքաղաքական դիրքերն ամրապնդելու համար, իբր պայմանավորվել ենք Թուրքիայի հետ այդ տարածաշրջանի բաժանման շուրջ, միայն թե Արեւմուտքը չամրապնդի այնտեղ իր դիրքը»։ Սակայն Լավրովն արդեն տարիքն առած դիվանագետ է եւ թերեւս չի հիշում իր եւ Չավուշօղլուի հավաստիացումները, որ տարբեր հարցերում իրենք առաջնորդվում են «հավասար կիսելու» եւ շահերը հավասարակշռելու սկզբունքով:

 

Հայկական մեդիա-վերլուծաբանական շրջանակներում տեսակետներ կան, թե Ռուսաստանն այդպես է անում ստիպված, տեղի տալով թուրքական պահանջներին, բայց այդ դեպքում հարց է առաջանում, թե ինչու է Մոսկվան մերժում նույն Մինսկի խմբի եւ արեւմտյան կառույցների քաղաքական աջակցությունը Արցախի հարցում Թուրքիային զսպելու հարցում եւ գնում սեպարատ համաձայնությունների, ինչպիսին էր նոյեմբերի 9-ի հայտարարությունը եւ դրան հետեւած Հայաստանի մասնատումը: Ավելին, Մոսկվան փորձում է այդ կառույցների միջոցով «լեգիտիմացնել» թուրքերի հետ իր համաձայնությունները:

Ռուսաստանը ներկայում ոչ թե միջնորդ է, այլ կողմ՝ ռուս-թուրքական տանդեմով ընդդեմ հայկական իրավունքների: Այս առումով, ԵԽ բանաձեւում նշված հանգամանքները լիովին վերաբերում են Ռուսաստանին եւ կարող են ունենալ հետեւանքներ, եթե Արեւմուտքը պահի հետեւողական ու կոշտ դիրքորոշումն այս հարցում:
