Հայոց ցեղասպանության ժխտումը քերականացնող օրինագծի վրա աշխատում են Ֆրանսիայի արդարադատության նախարարությունը, ֆրանսիական լավագույն իրավաբանները, Հայ դատի ներկայացուցիչները: Այս մասին «Արմենպրես»-ի հետ զրույցում հայտնեց Ֆրանսիայի Հայ դատի հանձնախմբի ներկայացուցիչ Մուրադ Փափազյանը` շեշտելով, որ պատմության մեջ առաջին անգամն է, որ կառավարությունը պետք է ներկայացնի նման օրինագիծ: «Ես իրապես լավատես եմ, քանի որ Ֆրանսիայի Նախագահ Ֆրանսուա Օլանդն ինքն այս գործի ղեկավարությունն իր ձեռքն առավ, ու բոլոր նախարարությունները գիտեն, որ այն անշրջանցելի է»,- նշեց Մուրադ Փափազյանը:
Նրա խոսքով` պետք է դասեր քաղել այս հարցով մշակված նախորդ օրինագծի վերաբերյալ Ֆրանսիայի Սահմանադրական դաստարանի մերժումից, որը տեղի ունեցավ 2012-ին, և անխոցելի օրինագիծ ներկայացնել խորհրդարանի քննարկմանը: «Օլանդը պատրաստ է հանրապետության բոլոր իրավական ուժերը ներդնել, որպեսզի այս ծրագիրն իրականություն դառնա: Շանսեր կան, բայց Փերինչեքի հարցը խանգարում է: Եթե այդ գործը հաջողվի, և ժխտումը պատժվի, ապագան մեզ համար բաց կլինի, քանի որ կա քաղաքական կամք Ֆրանսիայում այս օրինագիծն անցկացնելու համար»,- հայտ նեց Հայ դատի ներկայացուցիչը:
Հարցին ի պատասխան, թե երբ կներկայացվի օրինագիծը Ֆրանսիայի խորհրդարանի քննարկմանը, Մուրադ Փափազյանը նշեց, որ նպատակահարմար է, որ 2015-ի վերջին Ֆրանսիայի կառավարությունը այն անցկացնի խորհրդարանի օրակարգ: «ՄԻԵԴ-ի հարցը պետք է ավարտել, որից հետո նոր այն դնել Ազգային ժողովի քննարկմանը, այլապես դա կտանի պարտության: Բացի այդ` 2015-ի վերջին ավելի մեծ շանս կունենանք, քանի որ այդ տարի մթնոլորտ կստեղծվի Հայոց ցեղասպանության ճանաչման հարցում աշխարհի բոլոր անկյուններում, և դա նոր ուժ կտա մեր աշխատանքին»,- հավելեց Մուրադ Փափազյանը:
2007 թվականի մարտի 9-ին շվեյացրական դատարանը Քրեական օրենսգրքի 216-րդ հոդվածով դատապարտել էր թուրք ազգայնական Դողու Փերինչեքին՝ ինչպես ֆինանսական, այնպես էլ քրեական պատասխանատվության ենթարկվելով Հայոց ցեղասպանությունը ժխտելու համար: Վուդի կանտոնի վերաքննիչ դատարանը և Դաշնային գերագույն դատարանը մերժել էին մարտի 9-ի դատավճռի դեմ ներկայացված բողոքը: 2013 թվականի դեկտեմբերի 17-ին Մարդու իրավունքների եվրոպական դատարանի իրավասու պալատը դատավճիռ է կայացրել, ըստ որի` շվեյցարական դատարանները խախտել են բողոքարկողի՝ Փերինչեքի խոսքի ազատության իրավունքը:
Շվեյցարիան որոշել է բողոքարկել ՄԻԵԴ վճիռը, իսկ հայկական կողմը դիմել է դատարանին որպես երրորդ կողմ ներգրավվելու համար:
