ՀՀ արդարադատության նախարար Հովհաննես Մանուկյանը և Հայաստանում ԱՄՆ արտակարգ և լիազոր դեսպան Ջոն Հեֆերնն այսօր ստորագրել են Հայաստանի Հանրապետության կառավարության և Ամերիկայի Միացյալ Նահանգների կառավարության միջև կնքված թմրամիջոցների հսկողության և իրավապահ ոլորտում համագործակցության նամակ hամաձայնագրի փոփոխությունը, որով մոտ 2,3 միլիոն ԱՄՆ դոլարի լրացուցիչ օժանդակություն է տրամադրվում Հայաստանին դատաիրավական ոլորտում մի շարք ծրագրերի իրականացման համար:
Ջոն Հեֆերնը շնորհակալություն է հայտնել նախարարին համագործակցության համար և նշել, որ Արդարադատության նախարարության քրեակատարողական համակարգը, Արտաքին գործերի նախարարությունը, Ոստիկանությունը, Դատախազությունն այս ոլորտում ԱՄՆ առանցքային գործընկերներն են: «Մեր աշխատանքի նպատակը Հայաստանում օտարերկրյա ներդրումներ ներգրավելն է. օտարերկրյա ներդրողների համար չկա ավելի կարևոր բան, քան դատարանների, արդարադատության համակարգի թափանցիկությունն է: Այս համաձայնագրով նախատեսված աջակցությունը կուղղվի ոստիականության, քրեակատարողական համակարգերի բարեփոխումներին, դատաիրավական ոլորտում նախատեսվող այլ աշխատանքներին»,- նշել է դեսպանը:
Հովհաննես Մանուկյանը նույնպես կարևորել է երկու պետությունների կառավարությունների միջև համագործակցության շարունակականությունը և ընդգծել, որ ԱՄՆ աջակցությունն ուղղված է Հայաստանի համար ամենակարևոր ու զգայուն ոլորտներին՝ դատական համակարգին և քրեակատարողական ծառայությանը:
«Շնորհակալ եմ մեր գործընկերներին համատեղ աշխատանքի համար: Վստահեցնում եմ, որ այս համագործակցությունը շատ կարևոր է մեր երկրի համար, որովհետև իրավական-դատական համակարգը, ինչպես նաև իրավունքի գերակայությունը մեր Կառավարության առաջնահերթություններից մեկն է»,- ասել է Արդարադատության նախարարը:
Ֆինանսավորումը կօգնի ՀՀ կառավարությանն անդրազգային հանցանքների դեմ պայքարելու, իրավապահ մարմինների կարողությունները զարգացնելու, ինչպես նաև դատաիրավական և օրենսդրական բարեփոխումների գործընթացին ուղղված հետագա աշխատանքներում: Այս աջակցության շրջանակում իրականացվող երկկողմ ծրագրերը ներառում են Ամերիկյան փաստաբանների ընկերակցության Քրեական իրավունքի բարեփոխումների, Փրոջեքթ Հարմոնի Ինթերնեշնլ ՀԿ-ի իրավական սոցիալականացման համայնքային գործողությունների ու կապերի և մշտական իրավախորհրդատուի ծրագրերը: Այն նաև կնպաստի իրավապահ կարողությունների կատարելագործմանը, հակաթրաֆիքինգային և հակակոռուպցիոն աշխատանքներին, ինչպես նաև նոր քրեակատարողական և պրոբացիոն համակարգի զարգացմանը:
2001թ-ին սկզբնական Համաձայնագիրը ստորագրելուց ի վեր Միացյալ Նահանգների կառավարությունը դատաիրավական ոլորտին աջակցելու նպատակով դեսպանության Թմրամիջոցների դեմ պայքարի ու իրավապահ համագործակցության գրասենյակի միջոցով Հայաստանին է տրամադրել շուրջ քսաներկու միլիոն ԱՄՆ դոլար: Այս օժանդակությունը և համագործակցությունը խորհրդանշում են ԱՄՆ դեսպանության ու ՀՀ կառավարության կողմից Հայաստանի իրավապահ ոլորտի արդիականացմանը, կոռուպցիայի դեմ պայքարին, մարդու իրավունքներին ու իրավունքի գերակայությանն ուղղված համատեղ ջանքերը:
