ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահ Ջեյմս Ուորլիքը կարևորում է Լեռնային Ղարաբաղի իշխանությունների մասնակցությունը բանակցային գործընթացին: «Շատ կարևոր է, որ բանակցային գործընթացում հնչի նաև Լեռնային Ղարաբաղի «դե ֆակտո» իշխանությունների ձայնը: Այդ իսկ պատճառով Մինսկի խմբի համանախագահներս հաճախակի այցելում ենք Ղարաբաղ, հանդիպում տեղի իշխանությունների հետ' նրանց կարծիքը նույնպես հաշվի առնելու համար»,- «Արմենպրես»-ի փոխանցմամբ' սեպտեմբերի 16-ին ՀՀ-ում ԱՄՆ դեսպանատանը լրագրողների հետ հանդիպմանն ասաց ամերիկացի համանախագահը:
Նրա գնահատմամբ' բանակցային գործընթացում ամենամեծ խնդիրներից մեկը կողմերի միջև վստահության պակասն է: «Ես դա նկատել եմ թե տեղի պաշտոնյաների հետ հանդիպման ժամանակ, թե Բաքվում: ԵԱՀԿ-ի կողմից փոխվստահության հաստատմանն ուղղված առաջարկներ են արվել, սակայն անհրաժեշտ է, որ բոլոր կողմերը ընդունեն դրանք»,- նշեց դիվանագետը:
Անդրադառնալով միջսահմանային միջադեպերի հետաքննման հարցին' Ուորլիքը նկատեց, որ այս հարցում նույնպես Հայաստանը և Ադրբեջանը չեն կարողանում համաձայնության գալ: «Շատ դժվար է պարզել, թե որ կողմն է հրահրել բռնությունները և ով է պատասխանատու դրանց համար: Փաստն այն է, որ կողմերից յուրաքանչյուրը մեղադրում է մյուսին: Մենք ողջունում ենք ցանկացած քայլ, որն ուղղված կլինի սահմանին և շփման գծում լարվածության նվազեցմանը: Սակայն դա չի կարող միակողմանի լինել, այլ համաձայնեցված' կողմերի միջև: Երկու նախագահներն էլ միանշանակ պետք է հարգեն և հանձն առնե ն պահպանել հրադադարը: Մենք նաև նախագահներից ակնկալում ենք իրենց ժողովուրդներին փոխանցել այն ուղերձը, որ խաղաղությունը հնարավոր է: Սահմանում զինադադարի խախտման գործողությունները բնականաբար չեն նպաստում խաղաղության գործընթացին»,- հավելեց նա' հույս հայտնելով, որ Հայաստանի և Ադրբեջանի նախագահների միջև Փարիզում ակնկալվելիք հանդիպումը արդյունավետ կլինի և խաղաղության նոր ուղիներ կնախանշվեն:
