2014 թ. սեպտեմբերի 4-ի «Ա1+» լրատվական կայքում տեղադրվել է «Նախագահական շարասյան պատճառով հիվանդը մնացել է ճանապարհին» վերնագրով տեսանյութ, որում մեղադրանք է հնչեցվում, թե ծանր հիվանդ տեղափոխող «շտապօգնության» մեքենան երկար ժամանակ ստիպված է եղել սպասել, մինչեւ նախագահի շարասյունը կանցնի խաչմերուկի տարածքով:
Ըստ լրագրողի՝ ճանապարհը չի բացվել նույնիսկ հիվանդին ուղեկցող հարազատի եւ իր հորդորներից հետո:
Տվյալ միջադեպով ոստիկանությունում կատարված ուսումնասիրություններին անցնելուց առաջ տանք մի պարզաբանում: «Հատուկ պետական պաշտպանության ենթակա անձանց անվտանգության ապահովման մասին» ՀՀ օրենքի, ՀՀ կառավարության 18.08.2006 թ. «Հատուկ նշանակության տրանսպորտային միջոցների ուղեկցման եւ Էսկորտ ուղեկցման, ավտոտրանսպորտային շարասյուների անվտանգ երթեւեկության ապահովման կարգը հաստատելու մասին» թիվ 1467-Ն որոշման եւ ճանապարհային երթեւեկության կանոնների համաձայն՝ անհրաժեշտության դեպքում միջոցներ են ձեռնարկվում տրանսպորտային միջոցների եւ հետիոտների երթեւեկությունը ժամանակավորապես սահմանափակելու ուղղությամբ, ինչպես նաեւ՝ կազմակերպվում է հատուկ նշանակության տրանսպորտային միջոցների շարժման երթուղով ընթացող տրանսպորտը հանելու հարցը:
Տեսանյութում հնչած լրագրողի հորդորն իրականում ուղղված է տեսանյութում պատկերված 1057 կողային համարի ավտոմոբիլով ծառայություն իրականացնող ճանապարհային ոստիկաններին, բայց նրանք ծառայություն էին կատարում ոչ թե Գրիգոր Լուսավորիչ-Արգիշտի փողոցների խաչմերուկում, որտեղ, ըստ տեսանյութի, կանգնած էր «շտապօգնության» մեքենան, այլ Գրիգոր Լուսավորիչ-Բեյրութի փողոցների խաչմերուկում:
Ուսումնասիրվել են նաեւ Արգիշտի փողոցում գտնվող տեսախցիկների տեսանյութերը: Պարզվել է, որ 02.09.2014 թ. ժամը 15:37:02-ին Գրիգոր Լուսավորիչ-Արգիշտի փողոցների խաչմերուկում ծառայություն իրականացնող ճանապարհային ոստիկաններն Արգիշտի փողոցի երթեւեկությունը դադարեցրել են միայն այն ժամանակ, երբ հատուկ նշանակության տրանսպորտային միջոցները մոտեցել էին խաչմերուկին: Իսկ ժամը 15:37:28-ին, շարասյան անցնելուց անմիջապես հետո, երթեւեկությունը վերսկսվել է: Մինչ այդ, ինչպես երեւում է տեսանյութից, ճանապարհային ոստիկանը, լսելով «շտապօգնության» մեքենայի ազդանշանը, անձնական պատասխանատվությամբ, բացում է ճանապարհը, եւ բավականաչափ մեքենաներ հասցնում են անցնել: Բայց քանի որ մինչեւ 100 կմ/ժ արագությամբ ընթացող հատուկ նշանակության տրանսպորտային միջոցներն արդեն ընդհուպ մոտեցել էին խաչմերուկին, ճանապարհային ոստիկանը ստիպված կրկին փակում է ճանապարհը: Երթեւեկության արգելումից հետո «շտապօգնության» մեքենան, որը խաչմերուկից հաշված չորրորդն էր, փաստորեն կանգնում է ընդամենը 26 վայրկյան: Հիվանդի հարազատն այդ ընթացքում, ինչպես պարզ երեւում է տեսանյութից, չի հասցնում անգամ վազել խաչմերուկի սկզբնամաս:
Կատարված ուսումնասիրություններով պարզվել է, որ խաչմերուկում ծառայություն կատարող ճանապարհային ոստիկանների գործողությունները եղել են իրավաչափ, քանի որ բխել են տվյալ պահին ճանապարհի տվյալ հատվածում երթեւեկության անվտանգության ապահովման անհրաժեշտությունից:
Հատուկ նշանակության տրանսպորտային միջոցների երթուղին ընտրվում է նախապես, ուստի այդ ընթացքում ֆիզիկապես հնարավոր չէր նոր երթուղով երթեւեկել կամ փոխել շարժման ուղղությունը:
