Այսօր՝ սեպտեմբերի 23-ին, ԱԺ Առողջապահության, մայրության և մանկության հարցերի մշտական հանձնաժողովում քննարկվեցին Վերահսկիչ պալատի 2013 թվականի հաշվետվության արդյունքները:
ՎՊ ներկայացուցիչ Վարդան Գևորգյանը ներկայացրեց ոլորտում արված ուսումնասիրությունների արդյունքները:
Անդրադառնալով ներկայացված ոլորտներում արված ուսումնասիրություններին՝ Վերահսկիչ պալատի նախագահ Իշխան Զաքարյանը նշեց, որ պետական բյուջեից տրամադրվող գումարները նպատակային չեն ծախսվում:
«Բազմաթիվ փաստեր կան ներկայացված»,- ասաց Իշխան Զաքարյանը և անդրադարձավ անվճար բուժօգնություն ստացող խմբերին:
«Նման 21 խմբեր կան, բայց մենք տեսանք, որ իրականում նրանց թիվը 24 է: Այդ խմբերի համար պետությունը կազմակերպում է ձրի բուժօգնություն: Մենք շատ հստակ դրել ենք խնդիրը, որ այդ ծառայությունից պետք է օգտվեն 36 և ավել միավոր ունեցողները: Վեց բժշկական հաստատություններում կատարել ենք ուսումնասիրություն, և բազմաթիվ խախտման դեպքեր են հայտնաբերվել՝ մոտ 72 դեպք, ընդհանուր գումարը՝ 25 մլն դրամի սահմաններում: Ընդհանուր ծառայությունը 330 մլն է, մենք ստուգել ենք 164 միլիոնը»,- ասաց ՎՊ նախագահը:
Նշենք, որ միավորների վերաբերյալ տեղեկանքները շատ դեպքերում չեն համապատասխանել իրականությանը: Արձանագրվել են դեպքեր, երբ բժշկական հաստատություն ներկայացված տեղեկանքն անապահովության միավոր ունենալու մասին բարձր են եղել, սակայն պատկերը եղել է հակառակը:
«Մենք բժշկական հիմնարկներին շատ չենք մեղադրել, քաղաքացին ներկայանում է և ցույց է տալիս տեղեկանք, որն էլ կեղծվում է տարբեր տեղեր: Բայց քանի որ այդ միասնական համակարգը չի աշխատում, բժշկական կենտրոնի ղեկավարը չի կարող ստուգել այդ տվյալների իսկությունը: Բայց միաժամանակ ասում ենք, որ անկատար համակարգ կա, որ պետական բյուջեից տրամադրվող գումարները նպատակային չեն ծախսվում»,- ասաց Զաքարյանը՝ հավելելով, որ արձանագրված փաստերն իրականությունն են, և պետք է գտնել դրանց լուծումները:
Երկրորդը «Տուբերկուլոզի բժշկական օգնության ծառայություններ» ծրագիրն էր: «Այս բնագավառում մենք վերահսկողություն արել ենք 7 կամ 10 օր, որովհետև հենց ընթացքում ծանրակշիռ փաստեր ի հայտ եկան: Հիվանդն ընդամենը 7 օր է մնացել, բայց ձևակերպվել է 61 օր, ոչ մի օր չի մնացել, 33 օր է ձևակերպված: Ակնհայտ երևում է, որ քաղաքացին չի օգտվել այդ ծառայություններից, բայց դրա դիմաց պետական բյուջեից գումարները դուրս են եկել և գնացել են համապատասխան բժշկական հաստատություն՝ իր բոլոր հետևանքներով»,- ասաց ՎՊ նախագահը:
Երրորդ ծրագիրը, որին անդրադարձավ Իշխան Զաքարյանը «Հեմոդիալիզի անցկացման ծառայությունների» ծրագիրն էր: «Այստեղ որոշակի խնդիրներ կան հատկապես ֆիլտրերի ձեռքբերման հետ. մեկ անգամ, երեք, չորս օգտագործեն և այլն: ՎՊ-ն հիմք է ընդունել տվյալ պահին նախարարի հրամանը, որը հստակ ասում է, որ պետք է դրանք օգտագործվեին մեկ անգամ, մասնագիտական դաշտ չենք ուզում մտնել, մենք այս վերլուծությունները, որոնք արել ենք, հիմք ենք ընդունել միայն այդ պահին գործող հրամանը»,- նշեց նա:
Իշխան Զաքարյանի գնահատմամբ՝ հաջորդ չափազանց կարևոր խնդիրը դեղերի շրջանառությունն է: «Այս ոլորտը 2014 և 2015 թվականներին ևս կլինի ՎՊ-ի ուսումնասիրության դաշտում: Այստեղ մենք երկու խնդիր ենք դնում. առաջին՝ արդյոք իրատեսակա՞ն են ձեռք բերված դեղերի գները, և երկրորդը՝ արդյոք այդ դեղերը համապատասխանո՞ւմ են այն որակին, ինչ որ մենք ակնկալում ենք: Այսօր գաղտնիք չէ, որ ՀՀ-ում քաղաքացիները դժգոհում են դեղերի որակից»,- ասաց ՎՊ նախագահը:
