Վարչապետ Հովիկ Աբրահամյանն ընդունել է կառավարության շենքի առջև բողոքի ակցիա անցկացրած տարբեր տոնավաճառներում գործունեություն ծավալող տնտեսվարողներին: ՓՄՁ ներկայացուցիչները շնորհակալություն են հայտնել վարչապետին՝ ընդունելու, խնդիրները լսելու համար և իրենց դիտարկումները ներկայացրել հոկտեմբերի 1-ից ուժի մեջ մտնող «Շրջանառության հարկի մասին» օրենքում փոփոխությունների վերաբերյալ: Օրենքով առաջարկվում է փոքր և միջին բիզնեսի ներկայացուցիչների համար շրջանառության հարկի դրույքաչափը 3.5 տոկոսից նվազեցնել 1 տոկոս, միաժամանակ, տնտեսվարողները պարտավորվելու են գործունեություն ծավալել հստակ փաստաթղթաշրջանառությամբ:
Հովիկ Աբրահամյանը լսել է տնտեսվարողների դիտարկումներն ու փաստարկները և վստահեցրել, որ օրենքն ուղղված է խոշոր հարկատուներին հարկային դաշտ բերելուն, իսկ մանր ու միջին բիզնեսն այդ օրենքի կիրառումից որևէ կերպ չի տուժի: Վարչապետի խոսքով՝ կառավարության նպատակն է, որպեսզի ՓՄՁ-ները խոշոր ընկերությունների համար չդառնան հարկերը թաքցնելու հարթակ և գործիք: Կառավարության ղեկավարն ընդգծել է, որ հարկային ծառայողները ՓՄՁ-ներում ստուգումներ կիրականացնեն միայն այն դեպքերում, երբ կլինեն ռիսկեր. ուշադրության կենտրոնում են գտնվելու խոշոր հարկ վճարողները:
Միաժամանակ, Հովիկ Աբրահամյանը շեշտել է, որ կառավարությունը ՓՄՁ-ներին չի դիտարկում որպես հարկատու, հակառակը, ընդունված օրենքով պետական բյուջեի մուտքերը նվազելու են 10 մլրդ դրամով, քանի որ ՓՄՁ-ներն այսուհետ 3,5 տոկոսի դիմաց վճարելու են 1 տոկոս շրջանառության հարկ: «Կառավարությունը հրաժարվել է այդ գումարից, որպեսզի փոքր ու միջին բիզնեսը զարգանա, ծաղկի: Դա է մեր նպատակը: Ձեզ խնդրում ենք՝ առանց փաստաթղթի մի աշխատեք: Կառավարությունը ձեր հարկային բեռը թեթևացրել է, որպեսզի դուք կայանաք»,- շեշտել է վարչապետը:
Անդրադառնալով տնտեսվարողների այն դիտարկմանը, թե խոշոր բիզնեսն ապրանքը վաճառելուց իրենց փաստաթուղթ չի տրամադրում՝ Հովիկ Աբրահամյանը նշել է, որ դրա համար կան մարմիններ, որոնք պետք է հետևեն և օրենքի շրջանակում մարդկանց պատասխանատվության ենթարկեն: Միաժամանակ, վարչապետը տեղեկացրել է, որ որոշումը կառավարությունը միայնակ չի կայացրել, այլ փոքր և միջին բիզնեսի ներկայացուցիչների հետ ունեցած բազմաթիվ քննարկումների արդյունքում՝ ՀՀ վարչապետին կից ՓՄՁ զարգացման խորհրդի շրջանակում: «Դուք պետք է օգնեք, որպեսզի խոշորներին բերենք օրինական դաշտ: Սա է մեր նպատակը: Մենք ձեր թշնամին չենք, մենք ձեզ օգնելու ենք, աջակցելու և ամեն ինչ անելու ենք, որպեսզի դուք կայանաք: Փոքր և միջին բիզնեսը մենք շատ ենք կարևորում, դրա համար էլ այս քայլերին ենք գնում»,- ընդգծել է Հովիկ Աբրահամյանը:
