Միջազգային իրավապաշտպան Human Rights Watch կազմակերպությունը Թուրքիայի վերաբերյալ «Հետընթացը մարդու իրավունքների ոլորտում և բարեփոխումների առաջարկները» խորագրով զեկույցում անդրադարձել է նաև հայազգի լեզվաբան Սևան Նիշանյանի խնդրին: Ինչպես հաղորդում է «Արմենպրես»-ը' վկայակոչելով թուրքական Demokrathaber.net-ը, HRW-ը գրում է, որ Նիշանյանը քաղբանտարկյալ է:

Իրավապաշտպան կազմակերպությունը նշում է, որ թուրքական քրեական օրենսգրքում առկա 216-րդ դրույթը «ժողովրդի մի մասի կրոնական զգացմունքները հրապարակայնորեն ծաղրելու» վերաբերյալ, որով մեղադրվել և ձերբակալվել է Նիշանյանը, նման է դեռևս ուժի մեջ համարվող «թուրքականությունը վիրավորելու» մասին 301-րդ դրույթին:

Թուրքիայում բնակվող հայազգի լեզվաբան, գրող, լրագրող, հրապարակախոս Սևան Նիշանյանը ծնվել է 1956 թվականին Կոստանդնուպոլսում: Նախնական կրթությունն ստացել է Պոլսի Պանգալթը թաղամասի հայկական Մխիթարյան վարժարանում: Սովորել է ԱՄՆ Յելի և Կոլումբիայի համալսարաններում: Աշխարհի տարբեր երկրներում գտնվելով' իր հուշագրությունները հանձնել է թղթին և գրքեր է հրատարակել: 1996 թվականին հաստատվել է Շիրինջե գյուղում, հիմնել հյուրանոց:

Բանտարկման առիթ է հանդիսացել այն հանգամանքը, որ նա իր հողամասում կառուցել է մեկ հարկանի մի տնակ, որը համարվում է «ապօրինի շինարարություն»: Թուրքական դատարանը Սևան Նիշանյանին 2013 թվականի դեկտեմբերի 12-ին դատապարտել է երկու տարվա ազատազրկման: Նա դեռ բանտում է:
