ԼՂ հարցի առնչությամբ Արգենտինայի չեզոքությունը սեփական դրդապատճառ ունի

Լեռնային Ղարաբաղի հակամարտության կարգավորման առնչությամբ ընթացող բանակցությունների և տիրող իրավիճակի մանրամասներն Արգենտինայի հասարակությանը ներկայացնելու նպատակով տեղի հայ համայնքն ակտիվ գործունեություն է իրականացնում: Անցկացվում են քննարկումներ, կոնֆերանսներ ԼՂ հակամարտության թեմայով, որին մասնակից են նաև արգենտինացի ուսանողները: Սա առաջին հերթին նպաստում է, որ տեղի բնակչությունը ծանոթանա հակամարտությանը, ինչպես նաև իշխանությունները տեսնեն, որ հարցը արգենտինահայ գաղութի օրակարգում է և այդ հարցում պետք չէ ունենալ չեզոք դիրքորոշում: Բուենոս Այրեսի Սան Անդրեսի համալսարանի միջազգային հարաբերությունների պրոֆեսոր Խաչիկ Տեր-Ղուկասյանն «Արմենպրես»-ի հետ զրույցում խոստովանում է, որ քննարկումները որոշակի ազդեցություն ունենում են, սակայն դրանք առայժմ չեն կարող փոխել Արգենտինայի պաշտոնական դիրքորոշումը:

«Ի տարբերություն Ուրուգվայի հանդուգն և նախաձեռնողական քաղաքականության, Արգենտինայի վարած արտաքին քաղաքականությունը ԼՂ հակամարտության կարգավորման վերաբերյալ զգույշ է: Հակառակ նրա, որ Արցախի շարժման առաջին տարիներին արգենտինյան օրենսդիր իշխանությունը հայանպաստ հայտարարություններ արեց, դատապարտեց Սումգայիթյան ջարդերը, սակայն, դժբախտաբար, այդ բոլոր հայտարարությունները չդարձան ազդակ և հարցը չընդգրկվեց դիվանագիտության օրակարգում: ԼՂ հարցում արգենտինյան արտաքին քաղաքականության զգուշությունն ինքնորոշման իրավունքի խնդիրն է, որովհետև Միացյալ Թագավորությունն այդ խաղաքարտն օգտագործում է մերժելու համար Մալվինյան կղզիներն Արգենտինային վերադարձնելու միջազգային որևէ գործընթաց»,- ասում է Խաչիկ Տեր Ղուկասյանը' հավելելով, որ իրավիճակները շատ տարբեր են:

«Խորհրդային սահմանադրությամբ Արցախի ինքնորոշման իրավունքն իրավական իմաստով անթերի համապատասխանում է այն ժամանակվա գործող իրավական բոլոր ակտերին և դրա հիման վրա արծարծվող անկախության պահանջը կապ չունի Մալվինյան կղզիներում բնակվողների ինքնորոշման իրավունքի պաշտպանության հետ: Պատճառն այն է, որ Լոնդոնի գործունեությունն ինքնորոշման իրավունքի կայսերական շահագործում է: Հայկական կողմն այս նրբությունը պետք է ընկալի և արգենտինյան կողմին ներկայացնի երկու խնդիրների միջև առկա հսկայական տարբերությունները»,- ասում է Խաչիկ Տեր Ղու կասյանը' հավելելով, որ այս հարցում պետք է մեծ դերակատարություն ունենա Հայաստանն ու երկկողմ դիվանագիտական քննարկումների արդյունքում հասնի հաջողության:
