Հայաստանի «ամենահարուստ» քաղաքացիների միջին եկամուտը ամսական 319 դոլա՞ր է

Սեպտեմբերին Ազգային վիճակագրական ծառայությունը հրապարակեց հերթական զեկույցն աղքատության մասին, որում ներկայացվել են տվյալներ քաղաքացիների եկամուտների վերաբերյալ անցյալ տարվա համար:

Դատելով այդ տվյալներից՝ «ամենահարուսըների» խումբն ըստ միջին եկամուտների առաջ էր «ամենաաղքատներից» 15.6 անգամ: Նկատենք, որ լավագույն համահարաբերակցությունը 5-7 անգամի մակարդակն է:

Այն, որ «ամենաաղքատների» եկամուտը կազմում է 8469 դրամ (21 դոլարին համարժեք) ամսական մեկ շնչի համար, առանձնապես չի զարմացնում: Բայց ահա «ամենահարուստների» ավելի քան 130.6 հազար դրամի (319 դոլար) ցուցանիշը մտածելու տեղ է տալիս: Այսպիսով, «ամենահարուստների» ստանդարտ ընտանիքի եկամուտը կազմել է քիչ պակաս, քան 522.6 հազար դրամը (1,276 դոլար) մեկ ամսվա ընթացքում:

Ընդ որում ներառյալ թոշակը, որի մասնաբաժինն ընտանեկան բյուջեում գերազանցում է 8 տոկոսը: Զարմանալի չէ՞, որ տեղի նաբոբմերի մոտ մեկ տասներորդ մասի եկամուտը ձեւավորվում է թոշակի հաշվին: Պարզ է, որ վիճակագրական տվյալների մեխանիկական անալիզը տվյալ պահին կարող է հանգեցնել սխալ եզրակացություններին:

«Ամենահարուստների» խմբի ընդհանուր տարեկան եկամուտն անցյալ տարի կազմել է 472 մլրդ դրամ դոլարից պակաս: Երկու համադրություն՝ շինարարության ծավալը «բնակչության» հաշվին կազմել է 600 մլրդ դրամ: Նկատենք, որ սա տարիներ առաջ, երբ հարուստ քաղաքացիների եկամուըները շատ ավելի քիչ էին, քանի արդի ժամանակներում:

Իհարկե, շինարարությամբ զբաղվում են բնակչության նաեւ այլ շերտերը: Ուստի ներկայացնենք շինարարությա ծավալի համահարաբերակցությունը 2008թ.-ին բնակչության բոլոր խմբերի եկամուտների նկատմամբ՝ ավելի քան 61 տոկոս: Նույնիսկ հաշվի առնելով հիպոտեկները՝ իրական է արդյոք նման բեռն ընտանեկան բյուջեի համար:

Իսկ որքա՞ն ժամանակ է հարկավոր «ամենահարուստին», որպեսզի  ձեռք բերի իր կարգավիճակին համապատասխան  ավտոմեքենա: Հաշվարկի համար դուրս հանենք ընտանիքների ընթացիկ ծախսերն ըստ նվազագույն սպառողական զամբյուղի: Մնացած մասը կծառայի մեքենա գնելու նպատակին: Այսպես, «KIA Cerato» գնելու համար հարկավոր է 2 տարի 3 ամիս գումար կուտակել: Իսկ ահա «Audi Q7»-ի համար հարկավոր է սպասել մոտ 7 տարի:

Եթե հաշվի առնենք շինարարության ծախսերը, թանկարժեք բնակարնների եւ մեքենաների ձեռքբերումը, շքեղ կյանքը, ապա ամաենական 1.3 հազար դոլար եկամուտն է չի բավականացնի: Ամեն ինչ պարզ է դառնում, երբ հաշվի ենք առնում մեկ փաստ: «Իրական» հարուստներն ամենեւին էլ չեն ցանկանում մասնակցել բյուջետային հետազոտություններին, ինչի շնորհիվ խմբի եկամուտների մասին ցուցանիշն արհեստական նվազում է:
