Եվրախորհրդի Վենետիկի հանձնաժողովի նախագահ Ջիանի Բուքիքիոն կոչ է անում Հայաստանի քաղաքական ուժերին կառուցողական դիրքորոշում դրսևորել սահմանադրական բարեփոխումների հարցում: Այս մասին հոկտեմբերի 24-ին լրագրողների հետ ճեպազրույցում հայտնեց պաշտոնյան, ով Հայաստանում է' մասնակցելու երևանյան 19-րդ միջազգային խորհրդաժողովին:

«Սահմանադրությունը վերնաշապիկ չէ, որ ամեն օր պետք է փոխել, բայց եթե առաջացել է սահմանադրական բարեփոխումների անհրաժեշտությունը, այն պետք է իրականացնել: Բայց դա պետք է իրականացվի բոլոր քաղաքական ուժերի միջև լայն կոնսենսուսի պայմաններում: Կոչ եմ անում Հայաստանի բոլոր քաղաքական ուժերին կառուցողական դիրքորոշում ունենալ այս հարցում: Ես հույս ունեմ, որ սահմանադրական բարեփոխումների հայեցակարգը, երբ ստանա իր կոնկրետացումը, կընդունվի լայն կոնսենսուսի պայմաններում' թե հասարակության, թե քաղաքական ուժերի մակարդակում»,- «Արմենպրես»-ի հաղորդմամբ' ասաց Ջիանի Բուքիքիոն' հավելելով, որ նշյալ հայեցակարգը քննարկվել է հանձնաժողովի կողմից ու արժանացել դրական գնահատականի:

Հարցին ի պատասխան, թե որոնք են հայեցակարգի ամենաթույլ և ամենաուժեղ կողմերը' Վենետիկի հանձնաժողովի նախագահը նշեց, որ շատ թույլ կողմեր չկան ՀՀ սահմանադրական բարեփոխումների հայեցակարգում: «Իհարկե, միշտ էլ կա լավացնելու տեղ: Մասնավորապես, լավ կլիներ, որ քաղաքական փոքրամասնություններին նվիրված հատվածը շատ ավելի մանրամասն լիներ, բայց, այդուհանդերձ, այդտեղ ամրագրված են որոշակի կարևոր իրավունքներ ընդդիմության համար: Մասնավորապես, խորհրդարանում փոխնախագահի կամ կարևոր հանձնաժողովների նախագահների գործառույթները նրանց վերապահելու տեսանկյունից: Մի բան, որն ավելի կարևոր է, դուք շարժվում եք խորհրդարանական կառավարման մոդելի ուղղությամբ»,-նշեց նա:

Պատասխանելով հարցին, թե որն է ՀՀ-ի խնդիրը'սահմանադրական բարեփոխումներ իրականացնելը, թե քաղաքական կամք դրսևորելը որոշ հարցերում, Ջիանի Բուքիքիոն նշեց. «Դուք քաղաքական կամքի անհրաժեշտություն ունեք, իհարկե, որ ընդունեք այս Սահմանադրությունը և արտացոլեք այդ դրույթները Սահմանադրության մեջ: Կամքը չափացանց կարևոր է, և այն պետք է լինի հասարակության կամքը, ոչ թե էլիտայի:

Ջիանի Բուքիքիոյի խոսքով' շատ բան կախված է նրանից, թե ինչ կոնկրետ դրսևորումներ կստանան սահմանադրական բարեփոխումների հայեցակարգում ամրագրված դրույթները: «Վենետիկի հանձնաժողովն իր պատրաստակամությունն է հայտնում շարունակելու համագործակցությունն այս հարցով հայկական իշխանությունների և մասնագիտական հանձնաժողովի հետ»,-ավելացրեց նա:
