Հայաստանի Հանրապետության կառավարությունը կանի ամեն ինչ, որպեսզի մինչև ՀՀ 2015թ. պետական բյուջեի ընդունումը խորհրդարանին ներկայացնի Հայաստանի՝ ԵՏՄ անդամակցության հետ կապված հնարավոր վնասների մասին տեղեկատվությունը: Այս մասին Ազգային ժողովում ՀՀ 2015թ. պետական բյուջեի նախնական քննարկումների ընթացքում ասաց ՀՀ ֆինանսների փոխնախարար Պավել Սաֆարյանը՝ պատասխանելով պատգամավոր Զարուհի Փոստանջյանի հարցին, թե Հայաստանի կառավարությունը հաշվարկե՞լ է այն վնասները, որոնք լինելու են Եվրասիական տնտեսական միությանն անդամակցելու պատճառով և ինչո՞ւ դրանք ներառված չեն պետական բյուջեի նախագծում:
Պավել Սաֆարյանը նկատեց, որ բյուջեի մեջ ինչ-որ բան արտացոլելու համար ֆինանսական ճշգրիտ հաշվարկներ են պետք: «Օրինակ, քննարկումները նույն մաքսատուրքերի հետ կապված՝ վերջնական ինչ պայմանավորվածություններ ձեռք բերվեցին, Հայաստանը ո՞ր ապրանքների գծով է մաքսատուրքերը բարձրացնելու, ո՞րի գծով ենք մենք ունենալու, այսպես ասած, զիջումներ: Բոլոր այդ քննարկումները եղել են բյուջեն ներկայացնելուց հետո: Մինչև այդ տեղեկատվությունը չլիներ, հնարավոր չէր ֆինանսական գնահատական տալ»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց Սաֆարյանը:
Նա ընդգծեց, որ հնարավոր չէր ֆինանսական գնահատական տալ, թե բյուջեի վրա ֆինանսական ինչ ազդեցություն կունենա ԵՏՄ-ին Հայաստանի անդամակցությունը»: Եթե 800 տեսակ ապրանքներ կան, որոնց մի մասի գները բարձրանալու են, իսկ մյուս մասինը չեն բարձրանալու, մինչև չիմանանք' որ մասն է բարձրանալու, որը չի բարձրանալու, հնարավոր չէ դրա ֆինանսական ազդեցությունը գնահատել: Ես երեկ պատասխանեցի, այո, այդ բոլոր գնահատականների ուղղությամբ ներկայում ֆինանսների նախարարությունում կա աշխատախումբ, որն աշխատում է: Դրանք տարբեր են, այդ ազդեցությունները, լինելո ւ են եկամուտների վրա, ազդեցություն լինելու է մեր ՀՆԱ-ի աճի վրա:
Մենք 4.1 տոկոս իրական աճ ենք գրել, բայց լինելու է ազդեցություն, և այդ ազդեցությունը մենք կգնահատենք և անպայման կներկայացնենք ձեր դատին: Ազդեցություն է լինելու գնաճի վրա, ֆինանսական տարբեր ցուցանիշների վրա, բայց մենք՝ որպես մասնագետ, պետք է ձեզ ոչ թե մոտավոր գնահատականներ տանք, ցանկություններ և այլն, պետք է կոնկրետ հաշվարկներ տանք: Եվ այդ հաշվարկները հիմա կատարվում ենք, ընթացքի մեջ են»,- հայտարարեց Պավել Սաֆարյանը՝ հավելելով, որ ամեն ինչ կարվի, որպեսզի մինչև դեկտեմբերի առաջին քառօրյան այդ հաշվարկները ներկայացվեն խորհրդարան:
