Associated Press-ը գրում է, որ Վենեսուելլայի նախագահ Նիկոլաս Մադուրոն հայտարարել է, որ բոլոր մթերային խանութներում կներդրվի մատնահետքերի սքանավորման հատուկ համակարգեր, որոնց միջոցով էլ կիրականացվի մթերքների վաճառքը: ԶԼՄ-ներն ու միջազգային հանրությունն արդեն հասցրել են արձագանքել այս նորամուծությանը և հայտարարել են, որ նման նորարարությունը նպատակ ունի մեղմելու երկրում առկա մթերային դեֆիցիտը: Սպասվում է, որ պարտադիր մատնահետքառության համակարգը կներդրվի նաև սուպերմարկետներում ու հիպերմարկետներում արդեն Ամանորի նախաշեմին: Երկրի ընդդիմությունը սուր քննադատության է արժանացրել կառավարության այս քաղաքականությունը հայտարարելով, որ հիմնական մթերային ապրանքների գնման գործընթացի կազմակերպումը պարտադիր մատնահետքառության համակարգով համահավասար է սննդամթերքի նորմավորմանն ու իրենից ներկայացնում է անձի, անհատի ու քաղաքացու անձնական կյանքի գաղտնիության իրավունքի կոպտագույն խախտում: Դրամավարկային ու ֆինանսական խիստ քաղաքականությունը ու շրջանառու միջազգային արժույթի բացակայությունը երկրում դժվարացնում է ցանկացած արտասահմանյան ներկրման փորձ, որի պատճառով էլ Վենեսուելլայում, ինչպես մայրաքաղաք Կարակասում, այնպես էլ մյուս քաղաքներում, հաճախ կարելի է տեսնել դատարկ դարակներ խանութներում: Մյուս կողմից էլ ստեղծված վիճակը բերում է կտրուկ գնաճի, որն անհնարին է զսպել նույնիսկ օրենսդրական ճանապարհով: Վիճակը չի փրկում նաև տեղական արտադրությունը, քանի որ հումքն այնքան թանկ է, որ պատրաստի արտադրանքի վաճառքը հազիվ է ծածկում ինքնարժեքային ծախսը: Վենեսուելլայի ԿԲ տրամադրված վիճակագրական տվյալների համաձայն, սկսած այս տարվա տարեսկզբից, երկրի խանութներում դեֆիցիտ կա հիմնական մթերային ապրանքների տեսականու մեկ քառորդի նկատմամբ, որոնց քառասուն տոկոսը պետության կողմից սուբսիդավորված հիմնական սննդամթերքներն են:
