Հարավային երկաթուղին, որի մասին վերջերս կառավարության նիստում հայտարարեց տրանսպորտի եւ կապի նախարար Գագիկ Բեգլարյանը, միացնելու է Գեղարքունիքի մարզի Գագարին կայարանը Սյունիքի մարզի Ագարակ բնակավայրի հետ եւ նոր ելք է ապահովելու դեպի Իրան: Այն ակնկալվում է կառուցել Չինաստանի տրամադրած վարկի միջոցներով: Այս մասին տեղեկացանք տրանսպորտի նախարարությունից: Ներդրումներն ամբողջությամբ կիրականացնի Արաբական Միացյալ Էմիրություններում հիմնադրված «Ռոսիա ՖԶԷ» ընկերությունը, որի հետ ՀՀ կառավարությունը 2012 թվականի հուլիսի 28-ին ստորագրել է Հայաստանի հարավային երկաթուղու կառուցման կոնցեսիոն պայմանագիր: Նախագծի համար պահանջվող ներդրումը, նախնական գնահատականներով, կազմելու է մոտ 3.2 մլրդ ԱՄՆ դոլար, որի ինքնածախսածածկումը կտեւի մոտ 24 տարի: Ըստ տրանսպորտի եւ կապի նախարարությունից ստացված տեղեկությունների, Չինաստանի արտահանման-ներմուծման բանկը կոնցեսիոներին վարկ կտրամադրի նախագծի արժեքի 60 տոկոսի չափով, իսկ ֆինանսավորման մնացյալ 40 տոկոսի համար «Ռոսիա ՖԶԷ»-ն նախատեսում է ներգրավել այլ միջոցներ: 2013 թվականին «Ռոսիա ՖԶԷ»-ի կողմից ներկայացվել է «Հայաստանի հարավային երկաթուղու» կառուցման տեխնիկատնտեսական հիմնավորումը: Նախնական ծրագիրը 2014 թվականի օգոստոսի 7-ին արժանացել է ՀՀ կառավարության հավանությանը: Այժմ կոնցեսիոները պետք է ձեռնամուխ լինի նախագծի պատվիրմանը, որին կհաջորդի շինարարության մեկնարկը: Հիշեցնենք, որ երկաթգծի երկարությունը կկազմի 305 կիլոմետր: «Վարկային միջոցների դիմաց ՀՀ կառավարությունը պետական երաշխիքներ չի ստանձնելու, իսկ հավատարմագրային կառավարման հանձնելու հարցը կորոշվի հետագայում»,- ասված է տրանսպորտի եւ կապի նախարար Գագիկ Բեգլարյանի մեր թերթին ուղարկած գրավոր պատասխանում: Բեգլարյանն ընդգծել է, որ Իրան-Հայաստան երկաթուղու կառուցումը հնարավորություն կտա վերականգնել Հայաստանի դերը որպես տարանցիկ երկիր:
