Le Monde պարբերականն Ալիևի ռեժիմը համեմատել է ԻԼԻՊ-ի հետ: Այս մասին հաղորդում է «Արմենպրես»-ը` վկայակոչելով ֆրանսիական թերթում «Հարկավոր է վերջ դնել Իլհամ Ալիևի վարչակազմին Ադրբեջանում» վերնագրով տպագրված հոդվածը:
Հոդվածի հեղինակները համեմատել են ադրբեջանցիների կողմից սպանված Կարեն Պետրոսյանի դեպքը ԻԼԻՊ-ի կողմից ամերիկացի լրագրող Ջեյմս Ֆոլեյի գլխատումը և դրանից մի քանի օր առաջ նմանատիպ մի սպանություն, երբ զոհին հագցրել էին զինվորական հագուստ (գերի վերցնելիս նրա հագին ջինս և սպորտային կոշիկներ էին)՝ վերջինիս որպես հակառակորդի հատուկ ծառայությունների գործակալ ներկայացնելու համար:
«Իլհամ Ալիևի վարչակազմը մեր մոլորակի հիրավի ամենառեպրեսիվ վարչակազմերից է: Այն պարբերաբար աչքի է ընկնում այնպիսի կազմակերպությունների կողմից, ինչպիսիք են Amnesty International-ը, Human Rights Watch-ը և Reporters sans Frontières-ը: Այն սպառնալիք է ներկայացնում իր իսկ քաղաքացիների, նույնիսկ էթնիկ ադրբեջանցիների համար, ինչի մասին են վկայում վերջերս Լեյլա և Արիֆ Յունուսների և Ռասուֆ Ջաֆարովի ապօրինի ձերբակալությունները: Այս պայմաններում դժվար չէ պատկերացնել, թե ինչ ճակատագիր կարող էր սպասել Լեռնային Ղարաբաղի հայերին, ովքեր կարողացել են դեռևս 1990թ-ին ճաշակել այդ ճակատագրի սաղմերը, երբ ադրբեջանական վարչակազմի կողմից կազմակերպված պոգրոմները հանգեցրին վերջիններիս անկախ պետության ստեղծմանը:
Պարզ է նաև, ինչը մենք ափսոսում ենք, որ Հայաստանի և Ադրբեջանի միջև տարվող ներկայիս բանակցությունները հավանաբար ձախողվելու են` մի կողմից` այն պատճառով, որ այդ բանակցությունները անցկացվում են դրանցում ամենաշահագրգռված կողմի՝ Լեռնային Ղարաբաղի քաղաքացիների և նրանց կողմից ժողովրդավարական ընտրություններով ընտրված ներկայացուցիչների բացակայության պայմաններում, մյուս կողմից` Իհլամ Ալիևի վարչակազմի անդրդվելի պահվածքի պատճառով, որը կամենում է վերադառնալ ստալինյան իշխանությունների կողմից սահմանված գաղութային սահմաններին՝ հաշվի չառնելով իր պետության կողմից ձեռնարկած պատերազմը, որում նա պարտություն է կրել, հաշվի չառնելով անթույլատրելի սեփական պահվածքը, որի ևս մեկ վկայությունն է Կարեն Պետրոսյանի սպանությունը` սպանություն, որը ռազմական հանցագործություն է, և արդեն իսկ միայն դա կարդարացներ Իլհամ Ալիևի հանդեպ միջազգային դատի հարուցումը»,- գրում է պարբերականը:
