ORER.am լրատվական կայքը տեղեկություն ստանալու հարցում էր ուղարկել Արտաքին գործերի նախարարություն` հետևյալ հարցադրմամբ. ԵՏՄ-ին անդամակցության պայմանագրի ստորագրումից առաջ Ղազախստանի նախագահ Ն.Նազարբաևը հայտարարել էր, թե հաջողվել է փոխզիջման հասնել նրբանկատություն պահանջող հարցերում:
1. Ի՞նչ փոխզիջման մասին է խոսքը:
2. Դրվելո՞ւ է մաքսակետ ՀՀ-ի և ԼՂՀ-ի սահմանին:
Հարցմանը Արտաքին գործերի նախարարության պատասխանը սպասելի էր: ԱԳՆ-ի պատասխանը հետևյալն էր. «Ի պատասխան 2014թ. հոկտեմբերի 21-ի Ձեր հարցման, առաջարկում ենք ծանոթանալ ՀՀ ԱԳ նախարարի տեղակալի՝ ս/թ հոկտեմբերի 15-ին «Ռ-Էվոլյուցիա» հաղորդաշարին տված հարցազրույցին»:
ԱԳՆ-ն իր պատասխանում տեղադրել էր նաև հետևյալ հղումը՝ http://mfa.am/hy/interviews/item/2014/10/15/dep_min/:
Ի դեպ, նշված հաղորդաշարի մեջ հարցման կետերի վերաբերյալ կա հետևյալ հարց ու պատասխանը, որը Orer.am-ի հարցման հստակ պատասխանը չէ.
Հատված հարցազրույցից.
«-Պայմանագրի հրապարակված այդ նախագծում ամենամտահոգիչ հարցը վերաբերում է Հայաստանի և Լեռնային Ղարաբաղի միջև անդամակցության գործընթացի ավարտին հնարավոր մաքսակետի տեղադրմանը: Արդյո՞ք այս հարցը քննարկվել է Մինսկում, թե՞ առկախված է մնում: Ի վերջո ինչպե՞ս է լինելու, մաքսակետ տեղադրվելու՞ է, թե՞ ոչ: Խնդրում եմ բացատրել, որովհետև և՛ քաղաքական, և՛ տնտեսական առումով, և՛ հոգեբանական առումով ամենացավոտ հարցն է:
-Նախ արձանագրեմ, որ մաքսակետ տեղադրելու հարցը բանակցությունների առարկա չի եղել. դա մեկ: Ավելին՝ պայմանագրում դրա մասին որևէ բան չկա: Ինձ զարմացնում է, երբ որ լինում են վերլուծություններ, որոնք ասում են, որ պայմանագրից այդպիսի բան է բխում: Այնտեղ ընդամենը նշվում է շատ տրամաբանական ձևակերպում այն մասին, որ մաքսային տարածքը դա իրենց տարածքն է: Այսինքն` մաքսային տարածքը համընկնում է պետության տարածքի հետ: Դա է ֆիքսվում, ու դա վերաբերում է բոլոր անդամ պետություններին: Ընտրովի մոտեցում Հայաստանի Հանրապետությունը իր նկատմամբ, բնական է, չէր կարող ընդունել, որպեսզի ավելի կոշտ նման ձևակերպում լինի. իրենք չունեն դա:
-Այստեղ որոշ վերլուծաբաններ ասում էին, որ այդ դեպքում Ռուսաստանի համար էլ Ղրիմի հարց է առաջ գալիս:
-Բազմաթիվ հարցեր կան: Խնդիրը հետևյալն է՝ իրենց մայր պայմանագրում այդպիսի կոշտ ձևակերպում չկա: Եթե լիներ, մենք այդ ժամանակ կարող է մտածեինք: Որպեսզի ընդհանուր առմամբ Ղարաբաղի հետ կապված այդ հարցը փակենք, որովհետև, վերջիվերջո, Նուրսուլթան Նազարբաևը հնչեցրել է այդ միտքը…
-Այո, մեջբերեմ՝ Խորհրդի նիստում Ղազախստանի նախագահ Նազարբաևը հայտարարել է. «Հաջողվել է փոխզիջման հասնել սահմաններին առնչվող նրբանկատ հարցում, որոնց շրջանակներում Հայաստանը միանում է Եվրասիական Տնտեսական Միությանը»: Ի՞նչ սահմանների մասին է խոսքը, որովհետև հիշում ենք նաև Նազարբաևի մինչ այդ ասած խոսքը՝ սահմանների մասին, երբ որ Ալիևի նամակը ընթերցեց: Ի՞նչ փոխզիջման մասին է խոսքը:
-Խնդիրը հետևյալն է. այստեղ փոխզիջման մասին չի խոսքը: Մենք ընդամենը վերահաստատել ենք այն մոտեցումը, որը Հայաստանը ունեցել է ի սկզբանե՝ անկախության օրերից: Այսինքն՝ Ղարաբաղը չի հանդիսանում Հայաստանի մաս: Մենք մեր հարաբերությունները Ղարաբաղի հետ կառուցում ենք որպես դե ֆակտո կայացած պետության՝ չճանաչելով դե յուրե, և մեր հարաբերությունները հորիզոնական են:
Այստեղ մի տարօրինակ իրավիճակ տեղի ունեցավ, թյուրըմբռնում: Իմ մոտ այնպիսի տպավորություն է, որ Բաքուն ինքը դարձել է իր քարոզչության գերին՝ «չկա Լեռնային Ղարաբաղի Հանրապետություն, իրականում դա Հայաստանի մաս է», և այլն, և այլն: Ինքն իր քարոզչության գերին դառնալով՝ փորձում էր հորդորել մեր որոշ գործընկերների, թե՝ «եկեք ֆիքսենք, որ Ղարաբաղը Հայաստանի մաս չէ»: Բայց, ներողություն, դա միշտ մեր դիրքորոշումն է եղել և մնում է: Մենք հարգում ենք Լեռնային Ղարաբաղի ժողովրդի ինքնորոշման իրավունքը»:
