«Ժողովուրդ». Քրեական գործ «Կոշ» ՔԿՀ-ի պետի դեմ

«Ժողովուրդ»-ի տեղեկություններով՝ ՀՀ արդարադատության նախարարության «Կոշ» քրեակատարողական հիմնարկի պետ Ավետիս Ստեփանյանի նկատմամբ դատապարտյալներից կաշառք վերցնելու դեպքի առթիվ հատուկ քննչական ծառայությունում քրեական գործ է հարուցվել:

Հոկտեմբերի 24-ին հատուկ քննչական ծառայությունը տեղեկություն էր տարածել այն մասին, որ ՀՀ արդարադատության նախարարության «Կոշ» քրեակատարողական հիմնարկի դատապարտյալը հաղորդում է տվել այն մասին, որ հիշյալ քրեակատարողական հիմնարկի առանձին պաշտոնատար անձինք դատապարտյալներից պարբերաբար, որպես կաշառք, ստացել են առանձնապես խոշոր չափերով գումարներ' ծառայության գծով հովանավորչության եւ թողտվության համար:

Դեպքի առթիվ ՀՀ հատուկ քննչական ծառայությունում նախապատրաստված նյութերով հարուցվել է քրեական գործ' ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետի հատկանիշներով (Պաշտոնատար անձի կողմից առանձնապես խոշոր չափերի կաշառք ստանալը պատժվում է ազատազրկմամբ՝ երեքից յոթ տարի ժամկետով):

Որտեղից բացահայտվեց կաշառքի գործը

 «Ժողովուրդ»-ի տեղեկություններով՝ մինչ «Կոշ» քրեկատարողական հիմնարկի բարձրաստիճան պաշտոնյաների կողմից կաշառքի գործի բացահայտումը, ՔԿՀ-ում դատապարտյալների միջեւ ծեծկռտուք է տեղի ունեցել, ինչից հետո նրանցից մեկը մահացել է: Ըստ ՔԿՀ-ում պտտվող խոսակցությունների՝ դատապարտյալը մահացել է ծեծի հետեւանքով, սակայն պաշտոնական վարկածի համաձայն՝ նա մահացել է վայր ընկնելու հետեւանքով: Դատաբժշկական եզրակացության համաձայն եւս դատապարտյալի մահը վրա է հասել վայր ընկնելու հետեւանքով:

Ու մինչ ՀՀ քննչական կոմիտեի քննիչները զբաղված են եղել մահացած դատապարտյալի գործը քննելով, մեկ այլ աղմկալի պատմության հետ են բախվել: Պարզվում է՝ մահացածի գործով քննության ընթացքում քննիչները բացահայտել են, որ «Կոշ» քրեակատարողական հիմնարկի պաշտոնատար անձինք դատապարտյալներից պարբերաբար, որպես կաշառք, ստացել են առանձնապես խոշոր չափերով գումարներ: Ավելին՝ «Ժողովուրդ»-ի տեղեկություններով՝ դատապարտյալներից մեկը ցուցմունք է տվել «Կոշ» ՔԿՀ-ի պետ Ավետիս Ստեփանյանի դեմ՝ հայտնելով, որ վերջինս դատապարտյալներից ամսական 2 միլիոն դրամ կաշառք է վերցրել՝ ՔԿՀ-ում նրանց արտոնություն տալու համար: Այս գործն անջատվել է մահվան առիթով հարուցված քրգործից եւ ուղարկվել ՀՔԾ:
