ՀՀ քննչական կոմիտեի նախագահ Աղվան Հովսեփյանը շնորհակալություն է հայտնել «ժողովուրդ» թերթի խմբագրությանը՝ հնչեցրած ահազանգի համար։ Աղվան Հովսեփյանը հանձնարարել է ուսումնասիրել «A4» ֆորմատի թղթի գնման գործընթացը, իսկ գումարի փոխանցումը կասեցվել է։
Ըստ նախնական ուսումնասիրությունների՝ նոյեմբերի 3-ին ստորագրված թիվ «ՀՀ ՔԿԴ-ԲԸԱՀ-ԱՊՁԲ-14/1-1» պայմանագրի գինն է 5.064.600 դրամ, որի դիմաց պետք է մատակարարվի ՀՀ կառավարության 441-Ն որոշմամբ սահմանված տեխնիկական բնութագրին համապատասխան բարձր որակի «A4» ֆորմատի 2.300 տուփ թուղթ:
ՀՀ կառավարության 441-Ն որոշմամբ՝ նույն թղթի ձեռք բերման համար որպես առավելագույն գին սահմանված է 2500 դրամ։ Ավելին՝ նշված պայմանագրի հիմք հանդիսացող 2014 թվականի 1019-Ն որոշմամբ՝ ՀՀ քննչական կոմիտեին թույլատրված է թուղթը ձեռք բերել բանակցային ընթացակարգով՝ առանց հայտարարության (մեկ աղբյուրից), 2500 դրամով, իսկ Քննչական կոմիտեն, բանակցությունների արդյունքում, այն ձեռք է բերել 2.200 դրամով։ Տնտեսված գումարը կազմում է 1մլն 150 հազար դրամ, ինչը մնացել է պետական բյուջեում։
«Համանման որակի թուղթը, այո՛, հնարավոր է ձեռք բերել ավելի մատչելի գնով, սակայն՝ կանխիկ գումարով։ Մինչդեռ պետական հիմնարկները, այդ թվում՝ ՀՀ քննչական կոմիտեն, իրավունք չունի գնումներ կատարել կանխիկ գումարով։
Երկրորդ՝ թուղթը ձեռք բերվելիս հատուկ ուշադրություն է դարձվել որակի չափանիշներին, քանի որ հայաստանյան շուկայում առկա են նույն տեխնիկական բնութագրերին համապատասխանող, սակայն որակով միմյանցից էականորեն տարբերվող թղթեր։ Ձեռք բերված թղթերը նախատեսված են քննչական ստորաբաժանումների համար՝ քրեական գործին կցվող դատավարական փաստաթղթերը կազմելու նպատակով։
Աղվան Հովսեփյանն իր աշխատանքային գործունեության ողջ ընթացքում մշտապես կարևորել է պետական միջոցների արդյունավետ և նպատակային օգտագործումը, և նման պահանջ ներկայացվել է բոլոր աշխատակիցներին։
Մամուլի հրապարակման հիման վրա ՀՀ քննչական կոմիտեի նախագահի կողմից ՀՀ քննչական կոմիտեի դեպարտամենտի ղեկավարին հայտարարվել է նկատողություն՝ թուղթն ավելի էժան գնով կամ, ընդհանրապես, անվճար ձեռք չբերելու համար (նկատի ունենալով Աղվան Հովսեփյանի եւ Վրեժ Մարկոսյանի ընկերական հարաբերությունները)։
