Եվրախորհրդարանի պատգամավոր Էլենի Թեոհարիուսն ադրբեջանական օդուժի կողմած ուսումնավարժական թռիչքի ժամանակ Արցախի ռազմօդուժի ուղղաթիռի կործանման առնչությամբ նամակ է հղել Եվրահանձնախողովի նախագահ Ժան-Կլոդ Յունկերին և կոչ է արել հատուկ առաքելության խումբ ուղարկել դեպքի վայր և պարզել ողբերգության մանրամասները: «Արմենպրես»-ի փոխանցմամբ, պատգամավորը կոչ է արել նաև Եվրամիությանը ջանքեր գործադրել, որպեսզի ԼՂ հակամարտությունը կարգավորվի Արցախի ժողովրդի ինքնորոշման հիման վրա, ինչը ամրագրված է ՄԱԿ-ի կանոնադրությամբ:
«Ես Ձեզ ուղարկում եմ այս նամակը, որպեսզի բարձրացնեմ մի հարց, որտեղ ԵՄ-ն կարևոր դեր է խաղում, որպես տարածաշրջանային և գլոբալ համակարգերում կայունություն հաստատող գործիք: Ըստ էության, նման դերը պետք է համապատասխանի իր արժեքներին և սկզբունքներին և պետք է ողղված լինի կայունության և խաղաղության հաստատմանն ու ամրապնդմանը: Նոյեմբերի 12-ին ադրբեջանական օդուժը խոցել է ԼՂ ՊԲ անզեն ուղղաթիռ: Նախապես հայտարարված զորավարաժությունների շրջանակում ուղղաթիռը եղել է շփման գծում: Անձնակազմի ճակատագիրը մինչ այսօր հայտնի չէ, քանի որ ադրբեջանական կողմը շարունակում է կրակոցներն ու փրկարարական աշխատանքներ իրականացնելը շատ բարդ է: Այս միջադեպը հանդիսանում է ամենաբարդն ու լուրջը հրադադարի համաձայնագրի հաստատումից հետ, որ կնքվել է 1994թ. Ադրբեջանի, Լեռնային Ղարաբաղի և Հայաստանի միջև: Այս տարի ամռանն Ադրբեջանը սկսեց նաև ռազմական գործողություններ, սակայն այդ երկրի նախագահը Հայաստանի նախագահի հետ հանդիպումների ժամանակ, որոնք տեղի են ունեցել Ֆրանսիայի և ՌԴ նախագահների և ԱՄՆ պետքարտուղարի նախաձեռնությամբ, համաձայնում էր գտնել հակամարտության կարգավորման խաղաղ ճանապարհ: Այնուամենայնիվ, ուղղաթիռի խոցմամբ Ադրբեջանը խախտել է հրադադարի ռեժիմը և այդ կերպ վտանգել տարածաշրջանում կայունությունը:
Ձերդ գերազանցություն, ես կարդացել եմ այդ միջադեպի առնչությամբ ԵՄ հայտարարությունը և կարծում եմ, որ մենք կարող ենք ավելին անել: Ես առաջարկում եմ ստեղծել հատուկ առաքելությամբ խումբ, որը պետք է ուսումնասիրի դեպքի վայրն ու պարզի, թե ինչ է իրականում տեղի ունեցել: Այս պահին ակնհայտ է, որ Ադրբեջանի ղեկավարությունը խախտել է հրադադարի մասին համաձայնագիրն ու երեք անմեղ մարդիկ զոհվել են: ԵՄ-ն պետք է դատապարտի այդ գործողությունն ու ջանքեր գործադրի, որպեսզի խնդիրը լուծվի Արցախի ժողովրդի ինքնորոշման իրավունքի հիման վրա»,- ասված է Թեոհարիուսի նամակում:
Ղարաբաղա-ադրբեջանական սահմանի արևելյան հատվածի օդային տարածքում նոյեմբերի 12-ին ժամը 13.45-ի սահմաններում, ուսումնավարժական թռիչքի ժամանակ ադրբեջանական ԶՈՒ-ի կողմից հրադադարի ռեժիմի խախտման արդյունքում խոցվել է ԼՂՀ ՌՕՈւ ՄԻ-24 ուղղաթիռը: Խոցման վայրը շփման գծին չափազանց մոտ է: Հակառակորդը շարունակում է տարբեր տրամաչափի հրաձգային զենքերից ինտենսիվ կրակ վարել դեպքի վայրի ուղղությամբ: Ավելի ուշ Ստեփանակերտից հաստատեցին, որ նախնական տվյալներով կա երեք զոհ: Անձնակազմի հրամանատարն է եղել մայոր Սերգեյ Սահակյանը: Մյուս երկու զինծառայողներն էին լեյտենանտ Ազատ Սահակյանը և ավագ լեյտենանտ Սարգիս Նազարյանը:
Նոյեմբերի 12-ին կատարվածի առնչությամբ ԵԱՀԿ Մինսկի խումբը հաղորդագրություն էր տարածել ու դատապարտել կատարվածը: Եվրամիությունը, դատապարտելով կատարվածը, կոչ արել միջադեպի մանրամասները պարզելու համար անհապաղ սկսել հետաքննություն և արդյունքները ներկայացնել միջազգային հանրությանը:
