Երևանի քաղաքապետարանում կայացել է թափառող կենդանիների վնասազերծման ծառայությունների ձեռքբերման նպատակով բաց ընթացակարգի գնահատող հանձնաժողովի առաջին նիստը, որին ներկա էին հանձնաժողովի 7 անդամներից 6-ը։
Հանձնաժողովի կազմում են Երևան քաղաքի ավագանու խմբակցությունների մեկական անդամ, Երևանի քաղաքապետարանի աշխատակազմի առևտրի և սպասարկումների վարչության երեք աշխատակից և հասարակական կազմակերպության մեկ ներկայացուցիչ, ով չէր ներկայացել նիստին։
Հանձնաժողովի անդամ, Երևանի ավագանու «Բարգավաճ Հայաստան խմբակցության» ներկայացուցիչ Թամար Պողոսյանի դիտարկմամբ՝ նիստին չներկայացած կազմակերպությունը, թեև բազմիցս է հանդես եկել առաջարկություններով, սակայն բացակայելով՝ թերևս խուսափում է կիսել պատասխանատվությունը և նախընտրում է մնալ ընդդիմախոսի դիրքում։
Հանձնաժողովի նախագահ, Երևանի քաղաքապետարանի առևտրի և սպասարկումների վարչության գլխավոր մասնագետ Սաշիկ Մանուչարյանը, ներկայացնելով հանձնաժողովի կազմը, նշել է, որ Երևանում գործող թափառող կենդանիների պաշտպանությամբ շահագրգիռ երկու հասարակական կազմակեպությունները գրությամբ հրավիրվել են ներկայացված լինելու հանձնաժողովում ։
««Փրկենք կենդանիներին» բարեգործական հասարակական կազմակերպությունը կրկնակի գրությամբ է հրավիրվել. նախ հրաժարվել է ներկայացուցիչ ներկայացնել, ապա, սահմանված եռօրյա ժամկետը լրանալուց հետո, երբ իրավական ակտով հանձնաժողովն արդեն ստեղծված էր, փոխել է որոշումը։ Իսկ կենդանիների պաշտպանության «Դինգո Թիմ» հասարակական կազմակերպությունը ներկայացրել է թեկնածու՝ կազմակերպության իրավաբանին, ով էլ ընդգրկվել է հանձնաժողովում։ Սակայն նիստի օրը կազմակերպությունը հայտնել է, որ իրենց կոմիտեն հրաժարվում է ներկայացնել թեկնածու, ով էլ բացակայում է նիստից։ Քանի որ հանձնաժողովի անդամների ավելի քան 2/3-ը ներկա են, հանձաժողովը իրավազոր է գումարել նիստը»,- ներկայացրել է հանձնաժողովի նախագահը։
Թափառող կենդանիների վնասազերծման ծառայությունների ձեռքբերման նպատակով բաց ընթացակարգի գնահատման հանձնաժողովի առաջին նիստի օրակարգում բաց ընթացակարգի հայտարարության և հրավերի տեքստերի քննարկումն ու հաստատումն էր։ Հանձնաժողովի անդամներ, Երևանի ավագանու անդամ-ներկայացուցիչներ Հանրապետական խմբակցությունից Համբարձում Շահինյանը և «Բարև Երևան» խմբակցությունից Անահիտ Բախշյանը հայտարարության և հրավերի բովանդակությունները գնահատել են որպես սպառիչ և օրենքի բոլոր պահանջներին համահունչ։
Հանձնաժողովը միաձայն հավանություն է տվել և հաստատել է բաց ընթացակարգի հայտարարության և հրավերի տեքստերը, որոնք նիստի օրը կուղարկվեն ՀՀ ֆինանսների նախարարություն։
Բաց ընթացակարգի արդյունքները կամփոփվեն սահմանված 40 օրը լրանալուց հետո։
