ԵԱՀԿ-ում ՀՀ մշտական ներկայացուցիչ, դեսպան Արման Կիրակոսյանը նոյեմբերի 13-ին ելույթ է ունեցել ԵԱՀԿ Մշտական խորհրդում՝ ի պատասխան ԵԱՀԿ Մինսկի խմբի համանախագահներ Իգոր Պոպովի, Ջեյմս Ուորլիքի, Պիեռ Անդրիոյի և ԵԱՀԿ գործող նախագահի հատուկ ներկայացուցչի Անջեյ Կասպրշիկի զեկույցների:
Դեսպան Կիրակոսյանը բարձր է գնահատել Մինսկի խմբի համանախագահ պետությունների ջանքերը վերջին երեք ամսվա ընթացքում Սոչիում, Նյուպորտում և Փարիզում Հայաստանի և Ադրբեջանի նախագահների մակարդակով հանդիպումների գումարման ուղղությամբ: Նշվել է, որ վերջին՝ Փարիզի գագաթաժողովի ընթացքում հաստատվել է, որ Մինսկի խմբի համանախագահների ձևաչափն արդյունավետ է գործում և խաղաղ կարգավորմանն ուղղված բանակցային գործընթացն այլընտրանք չունի: Հայկական կողմը կարևորել է Հիմնարար սկզբունքների շուտափույթ ընդունումը, ինչը հնարավորություն կտա հիմնական խաղաղ համաձայնագրի բանակցումը սկսելու համար:
ՀՀ մշտական ներկայացուցիչը խստիվ դատապարտել է շփման գծի երկայնքով ուսումնական թռիչք իրականացնող ԼՂ Պաշտպանության բանակի ուղղաթիռի ոչնչացումն Ադրբեջանի կողմից՝ գնահատելով այդ միջադեպը որպես հերթական սադրանք իրավիճակը սրելու և բանակցային գործընթացը խափանելու նպատակով: Նշվել է, որ խախտելով հրադադարի ռեժիմը և դիմելով բռնության՝ Բաքուն անտեսում է Մինսկի խմբի համանախագահների և միջազգային հանրության կոչերը ուժի չկիրառման, հրադադարի ամրապնդման և վստահության ամրապնդման միջոցառումների վերաբերյալ՝ դրանով իսկ պատասխանատվություն ստանձնելով իրավիճակի սրման համար:
Հայկական կողմը մտահոգություն է հայտնել, որ 2014թ. Ադրբեջանի կողմից հրադադարի խախտումները բազմապատկվել են, շարունակվել են դիվերսիոն խմբերի ներթափանցման փորձերը, քաղաքացիական անձանց գնդակոծությունը և ծանր սպառազինության կիրառման դեպքերը, ինչը հանգեցրել է մարդկային բազմաթիվ զոհերի: Նշելով, որ յուրաքանչյուր զոհ էլ ավելի է խորացնում անվստահությունը ժողովուրդների միջև, դեսպան Կիրակոսյանը կոչ է արել ադրբեջանական կողմին ընդունել համանախագահների կողմից առաջարկվող վստահության ամրապնդման միջոցառումները՝ հրադադարի ռեժիմի ամրապնդումը, միջադեպերի հետաքննության մեխանիզմի ստեղծումը և դիպուկահարների դուրսբերումը: Դա կնվազեցնի հրադադարի խախտման դեպքերը և մարդկային զոհերի թիվը՝ դրանով իսկ դրական մթնոլորտ ստեղծելով խաղաղ կարգավորման գործում առաջընթացի հասնելու համար:
Ընդգծվել է, որ Հայաստանի մոտեցումներն այդ հարցում լիովին համընկնում են միջազգային հանրության և համանախագահների մոտեցումների հետ, մինչդեռ Ադրբեջանը հետևողականորեն մերժում է վստահության ամրապնդման միջոցառումների իրականացումը: Դեսպանը մտահոգություն է հայտնել, որ վստահության ամրապնդման ծրագրերում ներգրավված քաղաքացիական հասարակության ներկայացուցիչների ձերբակալումը Ադրբեջանի իշխանությունների կողմից լրտեսության կեղծ մեղադրանքներով ի ցույց է դնում Ադրբեջանի կողմից հումանիտար շփումները բացառելու փորձերը:
Ելույթի ավարտին դեսպան Կիրակոսյանն ընդգծել է, որ հայկական կողմը հիմնախնդրի կարգավորման հիմքում դնում է մարդու իրավունքների և հիմնարար ազատությունների ապահովումը, այդ թվում՝ Լեռնային Ղարաբաղի ժողովրդի կողմից իր ճակատագիրն ազատ կերպով ընտրելու իրավունքը:
