ՀՀ կառավարության այսօր տեղի ունեցած արտահերթ նիստը վարել է ՀՀ վարչապետ Հովիկ Աբրահամյանը:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, կառավարությունը հավանություն է տվել «Սահմանամերձ համայնքների սոցիալական աջակցության մասին» ՀՀ օրենքի նախագծին, որը կարգավորում է ՀՀ կառավարության հաստատած ցանկ ներառված 31 սահմանամերձ համայնքներին աջակցություն ցուցաբերելու գործընթացը:
Օրենքի նախագծով սահմանվում է, որ սահմանամերձ համայնքի բնակչության ռեգիստրում հաշվառված և սահմանամերձ համայնքում մշտական բնակություն ունեցող անձանց սպառած բնական գազի, էլեկտրական էներգիայի և ոռոգման ջրի վարձավճարները մասամբ փոխհատուցվում են ՀՀ պետբյուջեի միջոցներից: Փոխհատուցման ենթակա ծավալները և փոխհատուցման կարգը յուրաքանչյուր տարվա համար սահմանում է ՀՀ կառավարությունը:
Նախագծի հաջորդ հոդվածով մասնակի փոխհատուցվում է վերը նշված անձանց սահմանամերձ համայնքի տարածքում ունեցած հողերի հողի հարկի և անշարժ գույքի գույքահարկի ծախսը:
Վարչապետ Հովիկ Աբրահամյանը հավելել է, որ համարժեք գումար կստանան նաև այն բնակիչները, ովքեր գազից չեն օգտվում, որպեսզի ջեռուցման այլընտրանք ունենան:
Սահմանամերձ համայնքների՝ ադրբեջանական զինված ուժերի գործողությունների հետևանքով օթևանից զրկված բնակիչներին ՀՀ կառավարությունը պետբյուջեի միջոցների հաշվին մեկամսյա ժամկետում ապահովում է համարժեք օթևանով՝ նույն համայնքի տարածքում:
Սահմանամերձ համայնքներում և դրանց հարակից տարածքներում ականի պայթյունից, ադրբեջանական զինված ուժերի գործողությունների հետևանքով վիրավ որված ՀՀ քաղաքացիների բուժումն իրականացվում է պետպատվերի շրջանակում, զոհված քաղաքացիների ընտանիքներին ՀՀ պետբյուջեից տրվում է միանվագ օգնություն կառավարության սահմանած կարգով՝ հուղարկավորության և գերեզմանի բարեկարգման, տապանաքարի պատրաստման և տեղադրման ծախսերի համար:
Ըստ նախագծի' սույն օրենքն ուժի մեջ է մտնում 2015թ. հունվարի 1-ից և գործում է մինչև 2018թ. հունվարի 1-ը:
Օրենքի նախագիծը սահմանված կարգով կներկայացվի ՀՀ Ազգային ժողով և կքննարկվի խորհրդարանի առաջիկա արտահերթ նիստում:
