Գյումրիում բացվեց «Շիրակ» հայրենակցական միավորման գրասենյակը: 2001 թվականին ՀՀ Գիտությունների ազգային ակադեմիայի ակադեմիկոս Սերգեյ Համբարձումյանի նախաձեռնությամբ և նրա ղեկավարությամբ ու նրան համակիր շիրակցիներ՝ Մուրադ Մուրադյանի, Դոնարա Հարությունյանի, Արմեն Դարբինյանի և շատ ուրիշների համախմբման արդյունքում ստեղծված կազմակերպություն անցած տարիների ընթացքում իրականացրել է մի շարք ծրագրեր' Գյումրիին և մարզի մյուս համայքներին առնչվող:
Միավորմանը հաջողվել է իր գաղափարի շուրջ համախմբել ոչ միայն հանրապետության այլ վայրերում բնակվող շիրակցիներին, մարզի համայնքների ղեկավարներին, այլ նաև նրանց, ովքեր ապրում են արտերկրում: Այս ողջ ընթացքում Շիրակի խնդիրներով զբաղվող կազմակերպությունն իր գործունեությունը կանոնակարգել է Երևանից:
Սակայն, ինչպես գրասենյակի բացման ժամանակ նշեց կազմակերպության ղեկավար Վարազդատ Ավոյանը, կազմակերպությունն ինչ որ արդեն արել է, դեռ շատ քիչ է ու շատ նոր ծրագրեր պետք է կյանքի կոչվեն, իսկ դրա համար անհրաժեշտ է, որ այդ ծրագրերը քննարկվեն նաև Գյումրիում:
«Ավելի արդյունավետ կլինեն Շիրակին վերաբերող քննարկումները նաև տեղում կազմակերպել և, բնականաբար, Գյումրիում պետք է ստեղծվեր այս մասնաճյուղը: Այստեղ կհավաքվեն ու քննարկումներ կկազմակերպվեն, և համայնքների ղեկավարների հետ միասին' այնուհետև, հանրապետական վարչության հետ միասին, կսկսեն աշխատել:
Ստեղծելով այս մասնաճյուղը՝ մենք արդեն պետք է մտածենք մեր ավելի արդյունավետ գործունեության մասին: Մեր նպատակը հանգամանքների բերումով շիրակից դուրս բնակվող շիրակցիներին միավորելն է այն խնդրի շուրջ, որը կնպաստի Շիրակի խնդիրների լուծմանը՝ դա կլինի մշակութային, սոցիալական, տնտեսական թե այլ ուղղվածության՝ միևնույն է:
Մենք կշարունակենք կապի մեջ լինել արտերկրում բնակվող շիրակցների հետ, սակայն, նոր շնչառությամբ ենք շարունակելու աշխատել. այսուհետ ավելի մեծ ուշադրություն կդարձվի սոցիալ-տնտեսական զարգացմանը»,- նշեց Վարազդատ Ավոյանը:
