Եվրասիական տնտեսական միությանը Հայաստանի անդամակցության առաջնային ազդեցությունը գնաճի վրա 2015 թ. համար գնահատվում է առավելագույնը 0.4 տոկոսային կետ: Կենտրոնական բանկի կանխատեսման համաձայն' առանց մաքսային արտոնությունների' այս գնահատականը կտատանվեր 1.0-1.5 տոկոսի միջակայքում:
ՀՀ կենտրոնական բանկը կանխատեսել է, որ ներմուծված ապրանքների մաքսադրույքների փոփոխությունը գնաճի վրա կարող է դրսևորվել ինչպես առաջնային, այնպես էլ երկրորդային ազդեցությունների միջոցով: Այսպես' ԵՏՄ-ին ՀՀ անդամակցության հնարավոր առաջնային ազդեցությունը գնաճի վրա գնահատելու համար նախ և առաջ ՀՀ սպառողական զամբյուղում տարանջատվել են ներմուծված բոլոր այն ապրանքները, որոնց մաքսային դրույքաչափերը ենթակա են փոփոխության: Այդ ապրանքների տեսակարար կշիռը ՀՀ սպառողական զամբյուղում, եթե&n bsp; հաշվի չառնենք Կառավարության բանակցությունների արդյունքում դրանց մի մասի համար առաջիկա տարիներին մաքսային արտոնությունների սահմանումը, շուրջ 30 տոկոս է:
Սակայն, նկատի ունենալով, որ սպառողական զամբյուղի մեջ մտնող մի շարք ներմուծված ապրանքատեսակների նկատմամբ, ինչպիսիք են' հացահատիկը, բրինձը, շաքարավազը, որոշ տեսակի կենդանական և բուսական յուղեր, բենզինը, ավտոմեքենաները, որոշ դեղամիջոցներ, ինչպես նաև մի շարք լվացող միջոցներ (oճառահեղուկ, օճառ, լվացքի փոշի, ամանեղեն լվացող հեղուկներ), սահմանվել են մաքսային արտոնություններ, գնահատվում է, որ մաքսադրույքների փոփոխությունը 2015-2017 թթ. ազդելու է սպառողական զամբյուղի շուրջ 15 տոկոս ապրանքների վրա, որոնք կազմում են դիտարկված ապրանքների նախնական ցանկի գրեթե կեսը:
Սպառողական զամբյուղում ընդգրկված հիմնական ներմուծված ապրանքատեսակների ցանկում, որոնց համար 2015 թ. սահմանվելու են նոր մաքսադրույքներ, ընդգրկված են ոսպը, ոլոռը (ընթացիկ մաքսատուրքը 10 տոկոսից կդառնա 15 տոկոս), հավի բուդը (10 տոկոսից կդառնա 25 տոկոս), տավարի մսի պահածոն (10 տոկոսից կդառնա 23.3 տոկոս), խտացրած կաթը (10 տոկոսից կդառնա 22.5 տոկոս), եգիպտացորենի բուսական յուղը (10 տոկոսից կդառնա 15 տոկոս), թեյը (10 տոկոսից կդառնա 17.5, 18 կամ 18.1 տոկոս' կախված տեսակից), ծխախոտը (10 տոկոսից կդառնա 23.3 կամ 27.5 տոկոս' կախված տեսակից), ծխախոտի հումքը (0 տոկոսից կդառնա 5 տոկոս) , որը կարող է ազդել տեղական արտադրության ծխախոտի գների վրա, օծանելիքը (0 տոկոսից կդառնա 12.9 տոկոս), զուգարանի թուղթը (0-ից կդառնա 18.5 տոկոս) և որոշ այլ ապրանքատեսակներ:
Միևնույն ժամանակ, ԵՏՄ-ին ՀՀ անդամակցության շրջանակներում ներմուծված ապրանքների մաքսատուրքերի բարձրացումը կարող է խթանել գնաճային միջավայրը ոչ միայն առաջնային, այլ նաև երկրորդային ազդեցությունների միջոցով, երբ ներմուծված ապրանքները սպառողի կողմից աստիճանաբար փոխարինվեն տեղական արտադրության ապրանքներով' հաշվի առնելով տեղական ապրանքների գնային հարաբերական առավելությունը:
Կենտրոնական բանկը երկրորդային ազդեցության վերաբերյալ այս պահին դեռ հստակ գնահատականներ չի տալիս, քանի որ վերջինս կախված է մի շարք հանգամանքներից, ինչպիսիք են' ԵՏՄ անդամ չհանդիսացող երկրներից ներմուծվող ապրանքների փոխարինումը տեղական ու ԵՏՄ երկրների ծագում ունեցող ապրանքներով, առանձին ապրանքային շուկաների կառուցվածքը, գնագոյացման մեխանիզմները և այլն: Ներկա պահին գնահատվում է մաքսադրույքների փոփոխության աննշան երկրորդային ազդեցություն:
