Բուենոս Այրեսի Հայ Առաքելական Սուրբ Գրիգոր Լուսավորիչ մայր տաճարում նոյեմբերի 30-ին` կիրակնօրյա պատարագից հետո, տեղի է ունեցել Բոլիվիայի Սենատի և Պատգամավորների պալատի կողմից` Օսմանյան կայսրության իրականացրած 1915թ. Հայոց ցեղասպանության ճանաչման վերաբերյալ փաստաթղթերը Արգենտինայում ՀՀ դեսպան Վահագն Մելիքյանին և Արգենտինայի Հայոց թեմի առաջնորդ, Գերաշնորհ Տեր Գիսակ Արքեպիսկոպոս Մուրադյանին հանձնելու արարողությունը:Միջոցառմանը, որպես հատուկ հյուրեր, հրավիրված էին Բոլիվիայի Սենատի նախագահի տեղակալ, Սենատի գործող նախագահ Սոնյա Գուարդիա Մելգարը և Պատգամավորների պալատի պատգամավոր Ֆարիդես Վալա Սուարես դե Սուարեսը:ՀՀ արտաքին գործերի նախարարության մամուլի եւ տեղեկատվության վարչության փոխանցմամբ՝ իր ելույթում Տիկին Սոնյա Մելգարը, անդրադառնալով Բոլիվիայի խորհրդարանի կողմից Հայոց ցեղասպանության ճանաչմանը, նշել է, որ Բոլիվիայի ժողովուրդն ու իշխանությունները ոչ միայն իրենց համերաշխությունն ու զորակցությունն են հայտնում հայ ժողովրդին` հանուն արդարության պայքարի գործում, այլ նաև դատապարտում են 1915թ. Օսմանյան կայսրության կողմից իրականացված Հայոց ցեղասպանության փաստի ժխտողականության ցանկացած դրսևորում: Նա ընդգծել է նաև, որ միայն Հայոց ցեղասպանության ճանաչման և դատապարտման միջոցով հնարավոր կլինի ազգերի և պետությունների կյանքում կանխարգելել նման ոճիրների կրկնությունը:Իր ելույթում դեսպան Մելիքյանը Հայաստանի Հանրապետության իշխանությունների անունից խորին երախտագիտություն է հայտնել Բոլիվիայի ժողովրդին և իշխանություններին՝ այս կարևոր և պատմական իրադարձության կապակցությամբ: Ըստ դեսպանի՝ Հայոց ցեղասպանության հարյուրամյա տարելիցի նախաշեմին Բոլիվիայի կողմից այս ճանաչումը նոր էջ է բացում Հայոց ցեղասպանության միջազգային ճանաչման և դատապարտման գործընթացում և ևս մեկ անգամ ապացուցում, որ ժխտողականության և մերժողականության քաղաքականությունը ի զորու չէ պայքարելու արդարության և ճշմարտության հաստատման դեմ:Բոլիվիայի խորհրդարանի երկու պալատների կողմից ընդունված փաստաթղթերում, մասնավորապես հայտարարվում է. «1915 թվականի ապրիլի 24-ի գիշերը Օսմանյան կայսրության իշխանությունները, «Միություն և առաջադիմություն» կուսակցության առաջնորդները, երիտթուրքերը սկսեցին հայ մտավորականների, քաղաքական գործիչների, գիտնականների, գրողների, արվեստի գործիչների, հոգևորականների, բժիշկների, հասարակական գործիչների և մասնագետների ձերբակալությունները, ծրագրված աքսորները, իսկ այնուհետև` պատմական Արևմտյան Հայաստանի և Անատոլիայի տարածքներում հայազգի քաղաքացիական բնակչության զանգվածային ջարդերը»:Խորհրդարանի երկու պալատները «հաստատում են իրենց հավատարմությունը մարդու իրավունքներին, ճշմարտության և արդարության արժեքներին, արտահայտում են իրենց զորակցությունը և դատապարտում Հայոց ցեղասպանության և հայ ժողովրդի դեմ իրականացված մարդկային ծանր հանցագործության ժխտողականության քաղաքականությունը»:
