Երևանի քաղաքապետ Տարոն Մարգարյանի նախաձեռնությամբ 2011թ. դեկտեմբերից «Հանս Քրիստիան Կոֆոեդ» հիմնադրամի և ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության հետ համատեղ Երևանի քաղաքապետարանի սոցիալական ապահովության վարչությունն իրականացնում է անօթևանների հավաքագրման և ժամանակավոր կացարանում տեղավորման ծրագիրը: Հերթական անօթևանը դեկտեմբերի մեկին մայրաքաղաքի Սայաթ-Նովա փողոցից շտապ օգնության մեքենայով տեղափոխվել է «Հանս Քրիստիան Կոֆոեդ» հիմնադրամի ներքո գործող անօթևանների ժամանակավոր կացարան, ուր կապահովվի կեցության համար անհրաժեշտ բոլոր պայմաններով և սննդով: Նախնական տեղեկություններով նա Ռուսաստանի Դաշնության Գրոզնի քաղաքից էր:
Երևանի քաղաքապետարանի սոցիալական ապահովության վարչության պետ Ռուզաննա Զաքարյանն այցելել է նաև Իտալիայի փողոցի սկզբնամասում, Ալեքսանդր Մյասնիկյանի արձանի հարևանությամբ տևական ժամանակ ապաստանած ընտանիքին: Ի դեպ, այս ընտանիքին Երևանի քաղաքապետարանի կողմից ցուցաբերվել է տարատեսակ սոցիալական և պարենային աջակցություն, ընտանիքի անդամները մեկանգամյա անվճար սնունդ են ստանում «Օրրան» բարեգործական կազմակերպությունից: Բացառության կարգով ընտանիքին առաջարկվել է նաև ժամանակավոր կացարան, որից հրաժարվել են: Հարկ է նշել, որ փողոցներում հանդիպող թվացյալ անօթևաններից շատերն ունեն ընտանիքներ, բնակարաններ, բայց զբաղվում են մուրացկանությամբ։ Նրանց մեջ կան նաև մարզերի բնակիչներ, որոնց համար Երևանը բարենպաստ միջավայր է մուրացկանության համար։
2014 թվականի հունվար-նոյեմբեր ամիսներին հավաքագրվել և անօթևանների ժամանակավոր կացարան են տեղափոխվել 152 անձինք, որոնցից շուրջ 115-ը Երևան քաղաքից։ Նրանցից 29-ը հանրապետության տարբեր մարզերից են, 6-ը` ՌԴ-ից, 1-ը` ՈՒկրաինայից, 24-ը` քրեակատարողական հիմնարկներից ազատ արձակվածներ: Վերջինների դեպքում աշխատանք է տարվում նրանց շրջանում սոցիալական վերականգնողական ադապտացիայի և կրկնահանցագործությունների կանխարգելման ուղղությամբ։ Գործընթացն ունի առանձանահատկություններ, քանի որ հաճախ ալկոհոլից, թմրամիջոցներից կախվածություն ունեցող կամ մուրացկանությունից չհրաժարվող անօթևանը չի ցանկանում կտրվել փողոցից կամ այսպես ասած «ազատ միջավայրից», գտնվել կացարանում, ստանալ սոցիալական ծառայություններ: Պատճառներից մեկն էլ այն է, որ ժամանակավոր կացարանում չի թույլատրվում օգտագործել ոգելից խմիչք և արվում է ամեն ինչ` սահմանված կարգը և համակեցության ընհանուր կանոնները պահպանելու համար։ Լինում են դեպքեր, երբ ամիսներ շարունակ կատարված աշխատանքից, այդ թվում փաստաթղթերի վերականգնումից հետո անօթևան անձը վերադարձվում է ընտանիք, կամ աշխատելով անցնում ինքնուրույն կյանքի, կամ պետության ամբողջական խնամքի տակ անցնելով` տեղավորվում որևէ մասնագիտացված հաստատությունում, որից հետո հանկարծ կրկին հայտնվում է փողոցում։ Նման դեպքերում կրկնապատկելով ջանքերը, նորից աշխատանքներ են ձեռնարկվում` նրանց սոցիալական աջակցություն ցուցաբերելու ուղղությամբ։
