Մենք՝ ԵԱՀԿ Մինսկի խմբի համանախագահող երկրների պատվիրակության ղեկավարներս, Ռուսաստանի Դաշնության Արտաքին գործերի նախարար Սերգեյ Լավրով, Միացյալ Նահանգների Պետքարտուղար Ջոն Քերի, Ֆրանսիայի Եվրոպական հարցերով Պետքարտուղար Հարլեմ Դեզիր, մնում ենք հավատարիմ Լեռնային Ղարաբաղի հիմնահարցի խաղաղ կարգավորմանը։ Չկա ոչ մի ռազմական այլընտրանք, քանի որ մենք կոչ ենք անում կողմերին զերծ մնալ զինադադարի ռեժիմի խախտումներից և ավելի ակտիվորեն աշխատել երկարատև կարգավորման ուղղությամբ։
Մենք ցավով ենք նշում, որ անցյալ տարվա ընթացքում հայ-ադրբեջանական շփման գծում ավելացել են հրադադարի խախտման դեպքերը։ Հուլիս և օգոստոս ամիսների ընթացքում տեղի ունեցած ռազմական գործողությունները խլեցին բազմաթիվ մարդկային կյանքեր, սրեցին լարվածությունը և խորացրեցին անվստահությունը կողմերի միջև։ Կողմերը պետք է ձեռնարկեն լրացուցիչ գործողություններ ամրապնդելու համար 1914 թվականի հրադադարի ռեժիմը և ստեղծել ավելի բարենպաստ մթնոլորտ խաղաղ բանակցությունները տանելու նպատակով։
Նոյեմբերի 12 -ին մարտական ինքնաթիռի խոցումը շփման գծին ողբերգություն էր, որը կարելի էր կանխել, և որը խափանեց կողմերի՝ լարվածությունը թուլացնելու, վստահությունը վերականգնելու և հետագա պատահարները բացառելու համար տարվող ջանքերը։ Մենք դիմում ենք բոլոր կողմերին ցուցաբերել զսպվածություն, հետագա լարվածությունը կանխելու նպատակով։ Մենք նաև կոչ ենք անում կողմերին կարգավորել մարդասիրական հարցերը 2010 թվականի հոկտեմբերին Աստրախանում Հայաստանի, Ադրբեջանի և Ռուսաստանի Դաշնության նախագահների կողմից արված հայտարարության ոգով։
Հայաստանի և Ադրբեջանի նախագահների երեք հանդիպումները Սոչիում, Նյուպորտում և Փարիզում 2014 թվականի ընթացքում վերակենդանացրին կողմերի հաղորդակցության ամենակարևոր ալիքը։ Մենք ողջունում ենք Փարիզում կողմերի միջև կնքված համաձայնագիրը, որով գալիք տարում երկխոսությունը պետք է ավելի ակտիվանա։ Ժամանակն է, որ կողմերը հաղթահարեն անհամաձայնությունները, վերականգնեն վստահությունը և հարգեն իրենց հանձնառությունը մտնել բանակցային գործընթաց, որը կարող է հանգեցնել խնդրի լուծմանը։ Նրանք պետք է գիտակցեն, որ համապարփակ կարգավորման հիմքում պետք է ընկած լինեն այն տարրերը եւ սկզբունքները, որոնք նշված են Ռուսաստանի, Միացյալ Նահանգների և Ֆրանսիայի նախագահների համատեղ հայտարարության մեջ, հատկապես նրանք, որոնք քննարկվել են Փարիզում անցկացված վերջին վեհաժողովի ժամանակ։ Համապարփակ խաղաղ համաձայնագրի բանակցությունները համանախագահ երկրների հովանու ներքո պետք է սկսել որքան հնարավոր է շուտ։
Մենք պատրաստ ենք սերտորեն աշխատել կողմերի հետ երկարատեւ կարգավորման հասնելու եւ խաղաղության նոր էջ բացելու համար, սակայն պետք է ընդգծենք, որ Լեռնային Ղարաբաղի հիմնահարցի վերջնական հանգուցալուծումը Հայաստանի և Ադրբեջանի ղեկավարների առաջնային պարտականությունն է։
