ԵԱՀԿ ամենամյա նախարարական հավաքին Բազելում Մինսկի համանախագահող երկրների պատվիրակությունների ղեկավարները կրկին վերահաստատել են իրենց հանձնառությունը' Լեռնային Ղարաբաղի հիմնախնդրի խաղաղ կարգավորման հարցում: Ինչպես «Արմենպրես»-ին տեղեկացրին ԵԱՀԿ մամուլի ծառայությունից, ՌԴ արտաքին գործերի նախարար Սերգեյ Լավրովը, ԱՄՆ պետքարտուղար Ջոն Քերին և Ֆրանսիայի' Եվրոպայի հարցերով պետքարտուղար Առլեմ Դեզիրը հանդես են եկել համատեղ հայտարարությամբ, որով բացառել են հակամարտության ռազմական ճանապարհով լուծումը և կոչ արել կողմերին զերծ մնալ բռնությունից, ակտիվորեն աշխատել երկարաժամկետ խաղաղության հաստատման ուղղությամբ:
«Մենք ցավում ենք անցնող տարում հայ-ադրբեջանական սահմանի վրա և շփման գծում բռնությունների աճի համար: Հուլիս-օգոստոսի ռազմական գործողությունները շատ մարդկային կորուստների պատճառ դարձան, բարձրացրին լարվածությունը և ավելի խորացրին անվստահությունը կողմերի միջև»,- նշվում է հաղորդագրությունում: Համանախագող երկրների արտաքին գերատեսչությունների ղեկավարներն ընդգծել են նաև, որ հնարավոր էր խուսափել նոյեմբերի 12-ին շփման գծում ռազմական ուղղաթիռի խոցման ողբերգությունից: Նշվում է, որ կողմերը պետք է հավելյալ քայլեր ձեռնարկեն ամրապնդելու 1994 թվականի հրադադարի ռեժիմը և ավելի բարենպաստ մթնոլորտ ստեղծեն խաղաղության բանակցությունների զարգացման համար:
«Մենք կոչ ենք անում բոլոր կողմերին զսպվածություն ցուցաբերել' հետագա էսկալացիան կանխելու համար: Մենք նաև կոչ ենք անում կարգավորել մարդասիրական հարցերը' հիմնված 2010 թվականի հոկտեմբերին Հայաստանի, Ադրբեջանի և Ռուսաստանի Դաշնության նախագաների միջև կնքված Աստրախանի հայտարարության վրա»,- նշել են պատվիրակության ղեկավարները:
2014 թվականին Սոչիում, Նյուպորտում և Փարիզում Հայաստանի ու Ադրբեջանի նախագահների երեք հանդիպումները վերակենդանացրին կողմերի միջև հաղորդակցության ամենակարևոր միջոցը: Մինսկի խումբը ողջունել է Փարիզում նախագահների համաձայնությունը գալիք տարում երկխոսությունն ակտիվացնելու վերաբերյալ: Ժամանակն է, որ կողմերը հաղթահարեն անհամաձայնությունները, վերականգնեն վստահությունը, և հարգեն իրենց հանձնառությունը' մտնելու բանակցային գործընթաց, որը կարող է հանգեցնել կարգավորման: Ակնկալվում է, որ նրանք գիտակցեն, որ համընդհանուր կարգավորման հիմքն այն տարրերն ու սկզբունքներն են, որոնք ընդգծվել են Ռուսաստանի, ԱՄՆ-ի և Ֆրանսիայի նախագահների արած համատեղ հայտարարության մեջ և մասնավորապես նրանք, որոնք քննարկվել են Փարիզում կայացած վերջին հանդիպման ժամանակ: «Համընդհանուր խաղաղության վերաբերյալ համաձայնագրի շուրջ բանակցությունները համանախագահ երկրների հովանու ներքո պետք է սկսվեն հնարավորինս շուտ»,- ընդգծվում է հայտարարությունում:
«Մենք պատրաստ ենք սերտ աշխատանք տանել կողմերի հետ' տևական կարգավորման հասնելու նպատակով և խաղաղության նոր փուլ բացել, բայց ընդգծում ենք, որ ղարաբաղյան հակամարտության կարգավորման հիմնական պատասխանատվությունը Հայաստանի և Ադրբեջանի ղեկավարների ձեռքում է»,- խոսքն ամփոփել են ՄԽ պատվիրակությունների ղեկավարները:
