Եթե դուք որոշել եք Հայաստան գալ երկարաժամկետ' մի քանի ամսով, ապա խորհուրդ է տրվում վճարել կրկնակի թանկ ու գալ ինքնաթիռով եւ բացառել ավտոմեքենայով գալու տարբերակը: 15 օր եւ 40.000 դրամ: ՀՀ մաքսային ծառայությունը հենց այս, ոչ խելամիտ գինն է առաջարկում բոլոր այն մարդկանց, ովքեր Հայաստանի սահմանն անցնում են մեքենայով: Անկախ հանգամանքից' զբոսաշրջիկ ես, ՀՀ քաղաքացի, թե երկքաղաքացի, եթե երկրի սահմանն անցել ես ավտոմեքենայով, բայց պետք է կրկին հետ վերադառնաս ավտոմեքենայով, ապա պետք է վճարես 40.000 դրամ եւ իրավունք ունենաս Հայաստանի տարածքում գտնվել 15 օր: 15 օրը լրանալուց հետո, եթե դեռ ցանկանում ես մնալ Հայաստանում, ապա պետք է հասնես հայ-վրացական սահման, անցնես սահմանը, վճարես 40.000 դրամ, որպեսզի կարողանաս եւս 15 օր մնալ հայրենի երկրում: Գրում է «Ազգ»-ը:
ՀՀ Մաքսային ծառայությունից շեշտում են, որ դա արվում է ըստ օրենքի: Հակառակ պարագայում, մեքենան պետք է մաքսազերծվի եւ վարորդը պետք է վճարի մեքենայի մաքսազերծման համար: Այն մեքենայի, որի համար արդեն մաքսազերծում արվել է եւ հարկերը վճարվել են այն երկրում, որտեղ քաղաքացին բնակվում է փաստացի:
Ընկերներս Հայաստան են այցելել Հունաստանից: Երկքաղաքացիներ են: Մտադիր են մի քանի ամիս մնալ Հայաստանում, հետո վերադառնալ Հունաստան: 15 օրը մեկ նրանք ստիպված են լինում այս եղանակին Երեւանից հասնել Բագրատաշեն, որպեսզի վճարեն Հայաստանում մեքենայով մնալու գումարը:
«Իմ երկիր չեմ կարող մտնել իմ մեքենայով: Ոչ փախստական եմ, ոչ հանցագործ: Բոլոր փաստաթղթերն ունեմ: Հայաստանում մի քանի տուն ունեմ, հարկատու եմ եւ ուզում եմ ընտանիքիս հետ այստեղ մնալ մի քանի ամիս, բայց էնպես են անում, որ սահմանից այս կողմ չես ուզում գալ, հիասթափվում ես նրանից, որ աբսուրդ որոշումներ են կայացնում»,- ասում է ընկերս:
Սա միակ օրինակը չէ, եւ Բագրատաշենի մաքսակետում կտեսնեք բազմաթիվ նման իրավիճակներ: Հայաստանում մաքսազերծման գումարը հսկայական է, հատկապես եթե մեքենան նոր է եւ այս կերպ երկրի մաքսային ծառայությունը փորձում է օգուտներ քաղել ի հաշիվ այցելուների: Մաքսային ծառայությունից հայտարարում են, որ առաջնորդվում են օրենքով, բայց իրականում խնդիրը շատ հեշտ լուծում ունի: Պահպանել օրենքն ու միաժամանկ չվնասել այցելուներին: Հենց այս գաղափարով առաջնորդվելու արագայում, Մաքսային ծառայությունը կարող է ստեղծել հատուկ կառույց, հանձնաժողով կամ վարչություն (ինչպես ցանկանում եք անվանեք), որպեսզի նա վերցնի սահմանից անցնող բոլոր մեքենաների տվյալները: Հայաստան զբոսաշրջության նպատակով այցելած վարորդները պարտավորվում են վճարել ԱՊՊԱ-ի եւ մնացած ծառայությունների գումարը եւ նաեւ պարտավորվում, որ Հայաստանում եղած ժամանակ չի վաճառելու մեքենան ու նույն մեքենայով է հետ վերադառնալու: Եթե վերադարձին, վարորդը նույն մեքենայով չի մեկնում կամ մինչ մեկնելը վաճառում է մեքենան, ապա տվյալների բազայում երեւում է մեքենայի պետհամարանիշը, վարորդի անձնական տվյալներն ու համապատասխան ծանուցումից հետո վարորդը պարտավորվում է վաճառելուց առաջ մաքսազերծել մեքենան:
