ՀԱԿ խմբակցության պատգամավոր Հրանտ Բագրատյանն իր ֆեյսբուքյան էջում գրել է.Նախագահ Սարգսյանը դեկտեմբերի 5-ին ՀԱԳ(Գ)Մ հանդիպման ժամանակ արտաբերել է իր տնտեսական թիմի վերլուծությունը ՀՀ զարգացման վերաբերյալ 1995-2013թթ։ Նախագահը կատարել է որոշակի քանակական և որակական վերլուծություն։ Ես չեմ ուզում կանգ առնել որակական վերլուծության վրա։ Օրինակ, տնտեսական զարգացման փուլերի մասով։ Նա, վկայակոչելով մասնավորապես համաշխարհային տնտեսական համաժողովի մասնագետներին բավականին մանրամասն կանգ է առնում զարգացման փոխարկումների և 5 փուլերի վրա։
Բանավիճելու, հաստատելու կամ ժխտելու պահանջ չկա։ Չնայած հենց մեզ են չգիտես ինչու անվանում արևմտամետ, այնուամենայնիվ այդ փուլերի ետևում ես տեսնում եմ տնտեսագիտության բովանդակությունից կտրված արևմտյան զոմբիների։ Շատ ենք նման փոխարկումների հանդիպել։ Իմ խորին համոզմամբ Հայաստանը վերջին 20 տարիներին անցել է 2 փուլ։ Առաջինը կառուցվածքային բարեփոխումներն են (1991-1998թթ), երկրորդը վերականգնողական աճի շրջանն է։ Իսկ հիմա առաջարկի խրախուսման հիման վրա տնտեսական աճ գեներացնելու փուլն է (3 փուլ)։ Պարզ, կարճ և հասկանալի։ Ի դեպ, այս երրորդ փուլը պետք է սկսվեր դեռ 2008-ին և ապահովեր տարեկան 7 տոկոս աճ։ Բայց այն 2008-2013թթ այդպես էլ չգիտակցվեց կառավարության կողմից։ 6 տարում 50 տոկոս տնտեսական աճի փոխարեն ունեցանք սոսկ 8.8% գումարային աճ և բնակչության 1 շնչին ընկնող ՀՆԱ ցուցանիշով 212 երկրների ու առանձին հաշվառվող տարածքների մեջ 112-րդ տեղից նահանջեցինք 121-րդ տեղը։ Սա, ի դեպ, մեր գործունեության ընդհանրական գնահատականն է։
Իսկ հիմա մի քանի դիտարկում կոնկրետ թվերի մասով։ 1995թ աշխատավարձը կազմում էր 17.5$։ Ասվում է Նախագահի ելույթում։ Ճիշտ է։ Դրամով արտահայտած եղել է 7060 դրամ։ Ի՞նչի համար է սա ասվում։ Երևի ՀՀ Նախագահը նկատի ունի այն, որ 2013-ին ՀՀ-ում միջին աշխատավարձը կազմել է 159 հազ դրամ (390$)։ Հետո ի՞նչ։ 1995-2013թթ գնաճը եղել 6.18 անգամ, 1996-2013թթ գնաճը 2.37 անգամ, իսկ 1996-2014թթ գնաճը 2.46 անգամ։ Այո 1996-2013թթ եղել 8.0-9.5 անգամ իրական եկամուտների աճ։ Բայց լո՞ւծել ենք մեր խնդիրը։ Աճ՞ել է հանրապետության մրցունակությունը։ Ոչ։ 1995-ին Վրաստանում միջին աշխատավարձը եղել է 10$ կամ 13.5 լարի։ 2013-ին այն եղել է 773 լարի կամ 463$։ Այ սա է խնդիրը։ Ադրբեջանի թվերը չեմ ասում (շաաաատ մեծ է)։ Հիմա, խնդիրն այն է, որ 1995-ի Հայաստանն ավելի մրցունակ էր տարածաշրջանում։ Ահա այս առումով մենք հետադիմել ենք։Մյուսը։ 1995-ի արտահանումը 303.6 մլն դոլար է եղել։ 2013-ին այս թիվը կազմել է 1480 մլն դոլար։ Աճը 4.87 անգամ։ Բայց սա վատ ցուցանիշ է։ 1995-ին արտահանել ենք ՀՆԱ 20.7%-ը, իսկ 2013-ին՝ 14.2%-ը։ Սա է խնդիրը։ Երկրի մրցունակությունն իջնում է։ Բացի այդ, պարզվում է, որ եթե չեզոքացնում ենք արտահանման գների աճը տակը մի լուրջ բան չի մնում։ Աշխարհն էլ է աճել։ Այսպես, 1995-ին արտահանման համաշխարհային ցուցանիշը եղել է 6.36 տրլն դոլար (աշխարհի ՀՆԱ-ն 30 տրլն), իսկ 2013-ին՝ 23.2 տրլն դոլար (աշխարհի ՀՆԱ-ն 74.9 տրլն)։ Աճը կազմել է 3.65 անգամ։1995-ին բյուջեն եղել է 270 մլն դոլար կամ 112 մլրդ դրամ (հուսով եմ Նախագահին կոռեկտ ու համեմատելի թվեր են մատուցել, քանզի պետք է հիշենք կենսաթոշակային ֆոնդի մասին)։ Բայց 2013-ին ունենք 1066 մլրդ դրամ կամ 2590 մլն դոլար։ Հիմա, ինչ մի հաջողության մասին է խոսքը։ 1995-2013թթ գնաճը եղել է 2.37 անգամ, տնտեսական աճը եղել 3 անգամ։ Եղ՞ավ 10.1 անգամ։ Իսկ բյուջեն աճել է 9.5 անգամ դրամով և դոլարով։ Վրաստանի բյուջեն (Ադրբեջանի մասին դիտմամբ չեմ խոսում) 2013-ին կազմել է 7434 մլն լարի կամ 4450 մլն դոլար։ 1995-ին այն եկամուտներով եղել է 258 մլն լարի կամ 191 մլն դոլար (Հայաստանը 270)։ Այսինքն, այդ երկրի բյուջեն աճել է 28.8 անգամ (Ադրբեջանի մասին էլի չեմ խոսում)։Առանձին վերլուծության չեմ ենթարկում հարկեր ՀՆԱ ցուցանիշը։ Այո 1995-ին եղել է 8.2%։ Բայց սա 3 տարում։ Վրաստանինը եղել է 7.3%։ Ի դեպ, 2014-ի 23%-ը ճիշտ չէ։ Այդ թվերը համեմատելի չեն։ Այդ 23%-ի մեջ մտցված է կենսաթոշակայինը (եկամտահարկից անցել ենք եկամտային հարկի)։ Իսկ ահա Վրաստանում 2013-ին հարկեր/ՀՆԱ ցուցանիշը կազմել է 28.8% (Ադրբեջանը չենք խոսում)։Այսքանը հերիք է։ Չգիտեմ, ո՞վ է ՀՀ Նախագահին տվյալներ տալիս։ Տնտեսագիտության մեջ թվերը միշտ պետք է առնվազն 2 հարթության մեջ համեմատվեն՝ ժամանակի և տարածական։ Ցանկացած այլ մոտեցում պրոֆեսիոնալ չէ։
