Երևանի քաղաքապետի առաջին տեղակալ Կամո Արեյանը խորհրդակցություն է հրավիրել Կենտրոն վարչական շրջանի համատիրության նախագահների, Երևանի քաղաքապետարանի աշխատակազմի կոմունալ տնտեսության, ինչպես նաև առևտրի և սպասարկումների վարչությունների և Կենտրոն վարչական շրջանի ղեկավարի ու համապատասխան բաժինների բոլոր աշխատակիցների, Երևանի քաղաքապետարանի աղբահանության և սանմաքրման օպերատիվ շտաբի, Երևանի քաղաքապետարանի աշխատակազմի իրավաբանական վարչության, աղբահանության և սանմաքրման նոր օպերատորի՝ «Սանիթեք» ընկերության վարչական կազմի մասնակցությամբ։
«Նման բովանդակությամբ ու խստության խորհրդակցություն հրավիրվելու է բոլոր վարչական շրջանների մասնակցությամբ, սակայն անհետաձգելի է Կենտրոն վարչական շրջանինը, քանի որ այստեղ դեկտեմբերի 1-ից նոր օպերատորն է իրականացնում աղբահանությունն ու սանմաքրումը։ Առաջին օրից սկսած, քաղաքապետի հանձնարարությամբ, քաղաքապետի երկու տեղակալներ՝ ինքս և իմ գործընկերը, ինչպես նաև վարչական շրջանի ղեկավարը և աշխատակազմը, քաղաքապետարանի կոմունալ տնտեսության վարչության պետը, քաղաքի օպերատիվ շտաբը, հանձն ենք առել ամբողջությամբ աջակցելու օպերատորին՝ մեկնակը արդյունավետ կազմակերպելու համար։ Ութ օր մոբիլիզացիոն շրջանում ենք եղել՝ աղբահանության մեքենաները ճշգրիտ երթուղիներով աշխատեցնելու, աղբի տարաները ճիշտ տեղաբաշխելու, բացթողումները շտկելու համար։ Մեր աջակցությամբ հեռացվել է նաև բազմաբնակարան շենքերի աղբախցերի աղբը։ Ութերորդ օրը դժվարությունները հաղթահարված էին, և նոր ընկերության տնօրենը զեկուցել է, որ ամբողջությամբ ժամանակացույցին տիրապետում է և գրեթե օգնության կարիք չունեն».-ընդգծել է Երևանի քաղաքապետի առաջին տեղակալ Կամո Արեյանը։
Կամո Արեյանի խոսքով՝ հրավիրված այս խորհրդակցությունն անհապաղ է, քանի որ արձանագրվում է արատավոր մի երևույթ. աղբը համատարած թափում են դատարկված, շրջապատը մաքրված աղբամանների կողքին և աղբից ու արկղերից կարելի է ենթադրել, որ կարգազանցները հիմնականում տնտեսվարող օբյեկտներն են. «Խնդիրը պետք է լուծվի արմատապես՝ ոչ թե հետևանքը, այլ պատճառը վերացնելու ճանապարհով. ահա այն սկզբունքը, որ հանձնարարել է քաղաքապետ Տարոն Մարգարյանը։ Բարոյախոսությունը սպառել է իրեն՝ պետք է գնալ գրագետ վարչարարության»,- նշել է Կամո Արեյանը։
Քաղաքապետի առաջին տեղակալը Կենտրոն վարչական շրջանի ղեկավարին առաջարկել է կիրառել համապատասխան օրենքի բոլոր հնարավորությունները՝ խստագույն պատիժ նշանակելու համար և սահմանել պաշտոնատար անձանց նոր՝ ընդգրկուն ցանկ, որում ներառված աշխատակիցները լիազորված կլինեն, ըստ Վարչական իրավախախտումների մասին օրենքի, տույժ ու տուգանք նշանակելու։
«Վարչական իրավախախտումների մասին ՀՀ օրենսգրքով սահմանված է. չսահմանված կամ չնախատեսված տեղերում, վայրերում՝ աղբամուղերից, աղբահավաք խցերից, աղբարկղերից, աղբամաններից, աղբահավաք մեքենաներից, ինչպես նաև սահմանված կարգով կազմակերպված կամ նախատեսված աղբավայրերից դուրս աղբ թափելը առաջացնում է տուգանքի նշանակում ինչպես ֆիզիկական, այնպես էլ իրավաբանական անձանց նկատմամբ։ Օրենսդրորեն քաղաքապետին վերապահված այս լիազորությունը, Երևանի ավագանու համաձայնությամբ, պատվիրակված է վարչական շրջանների ղեկավարներին։ Իրավական առումով խնդիը լուծված է»,- նշել է փոխքաղաքապետը։
Կամո Արեյանը համատիրությունների նախագահներին ևս հորդորել է խստագույնս հետևողական լինել համակեցության կանոնների պահպանման նկատմամբ հսկողության հարցում։
