Մինչդեռ խնդիրները կապված են պետական անվտանգության հետ, իսկ մեղադրանքներն ավելի քան լուրջ են, եւ ցանկացած նորմալ երկրի էներգետիկայի նախարար ուղղակի պարտավոր էր հրապարակային բացատրություններ տալու։ Ինչպես մեզ հաղորդեց ԱԱԾ լրատվական կենտրոնի ղեկավար Արծվին Բաղրամյանը, Ռուբիկ Մովսիսյանին մեղադրանք է առաջադրվել ՔՕ երկու հոդվածներով, ընդ որում՝ ծանրագույն մասերով. հոդված 179 եւ 190, մաս երրորդ, կետ 1՝ առանձնապես խոշոր չափերով յուրացնելը կամ վատնելը եւ հանցավոր ճանապարհով ստացված գույքն օրինականացնելը։ Ապավինելով մեր աղբյուրներին՝ տեղեկացանք, որ ատոմակայանում կալանավորված փոխտնօրեն Ռուբիկ Մովսիսյանը բացի Բռլյանտ մականունից, որը ծնվել էր ադամանդի բիզնեսի հետ նրա առնչությունների պատճառով, այլ մականուն էլ ունի՝ Չուբայս։
Ատոմակայանի կոմերցիոն գծով փոխտնօրենի պաշտոնը համարվում է ամենայուղոտներից, եւ Ռուբիկ Մովսիսյանի տեղի վրա միշտ աչքերը շատ են եղել: Հենց նա էր պատասխանատու տենդերների անցկացման, պայմանագրերի կնքման համար: Նրա ղեկավարած ստորաբաժանումներում ստուգումներ են անցկացվել: Մի քանի տարի առաջ Մոսկվայից մեծ աուդիտ էր եկել, եւ այն ժամանակ էլ բացահատումներ եղան՝ պայմանագրային խախտումներ, չարաշահումներ, բայց ամենը ջրվեց, եւ Ռուբիկ Մինասյանը շարունակեց պաշտոնավարել»:
