«Ժամանակ» թերթը գրում է. «Այն, ինչ տեղի է ունենում այսօր Հայաստանի տնտեսությունում, առաջին հերթին ֆինանսական դաշտում, այլեւս դժվար է որեւէ կերպ ենթարկել ռացիոնալ բացատրության: Ռացիոնալն այս դեպքում մեկն է՝ Հայաստանի տնտեսությունը գահավիժում է, կամ ավելի ճիշտ՝ Հայաստանի տնտեսությունն իր հետ ցած է քաշում դեպի անդունդ Ռուսաստանի գահավիժող տնտեսությունը: Ողջ խնդիրն այն է, թե ինչքանով են Հայաստանի իշխանությունները տիրապետում այս գահավիժմանը, այսինքն՝ նրանք ինչ-որ առումով այս գահավիժման արագությունը վերահսկո՞ւմ են կամ քիչ թե շատ որեւէ ազդեցություն ունե՞ն այդ գահավիժման վրա, թե ոչ:
Ամեն ինչ խոսում է այն մասին, որ ազդեցություն բացարձակ չկա, եւ Հայաստանի իշխանությունները պարզապես սպասում են, թե երբ է իրենց ճանապարհին հայտնվելու մի որեւէ ճյուղ, որից հնարավոր կլինի բռնվել եւ կանխել գահավիժումը: Սակայն պրոբլեմն այն է, որ Հայաստանն ինքը չէ, որ գահավիժում է, այլ ցած է գլորվում Ռուսաստանի ծանրությունից՝ Ռուսասանն է քաշում իր ողջ ծանրությամբ: Եւ սա նշանակում է, որ ճյուղերն այլեւս չեն կարող փրկել, քանի դեռ Հայաստանը չի անջատվել գահավիժող հսկայական, ահռլի մարմնից։
Այս պայմաններում անխուսափելի պետք է դառնա կառավարման համակարգի երեք կառույցների պաշտոնավարման նպատակահարմարության հարցը՝ կամ հանրապետության նախագահի, կամ կառավարության եւ վարչապետի, կամ կենտրոնական բանկի նախագահի։ Հստակ է, որ տնտեսական իրավիճակի պատասխանատվությունը գտնվում է այս տիրույթում, ավելի շուտ գտնվում է կառավարության եւ ԿԲ տիրույթում, սակայն եթե Սերժ Սարգսյանն այս ամենից հետո չի անդրադառնում պատասխանատուների խնդրին, ապա ըստ էության պատասխանատվությունը վերցնում է իր վրա»։
