Հայաստանի Հանրապետության ֆինանսների նախարար Գագիկ Խաչատրյանն անդրադարձել է երկրի ֆինանսական շուկայում ստեղծված իրավիճակին՝ ընդգծելով, որ կառավարությունը և Կենտրոնական բանկը քայլեր են ձեռնարկում իրավիճակը կայունացնելու ուղղությամբ:
Ազգային ժողովում լրագորղների հետ զրույցում Խաչատրյանն ընդգծեց, որ դրամավարկային քաղաքականության հետ կապված խնդիրը Կենտրոնական բանկի լիազորությունների շրջանակներում է, սակայն դա բոլորի խնդիրն է, որովհետև տնտեսության վրա մեծ ազդեցություն է թողնում դրամի արժեզրկումը: «Դրա համար էլ մենք հիմա համատեղ ջանքերով փորձում ենք հաղթահարել այս իրավիճակը: Հարցը կառավարությունում քննարկում ենք ամենօրյա ռեժիմով: Բայց, ցավոք սրտի, կառավարությունն այս դեպքում շատ գործիքներ չունի»,- «Արմենպրես»-ի հաղորդմամբ՝ հայտարարեց Խաչատրյանը:
Հարցին ի պատասխան' Կենտրոնական բանկը մեղավո՞ր է ստեղծված իրավիճակի համար, Գագիկ Խաչատրյանը նշեց, որ այստեղ մեղավորի հարցը չէ: Նա ընդգծեց, որ աշխարհի բոլոր երկրներում էլ նման խնդիր կա, սակայն խնդիրն այն է, որ Հայաստանում ամեն ինչ շատ արագ տեղի ունեցավ: «Հիմա Կենտրոնական բանկը գնահատում է պատճառները, թե ինչու երկրում նման իրավիճակ ստեղծվեց և կգնա խնդիրը լուծելու ճանապարհով»,- ասաց նախարարը:
Հարցին, թե ֆինանսների նախարարությունն այս դեպքում ինչ կարող է անել, Գագիկ Խաչատրյանն ընդգծեց, որ ֆինանսների նախարարությունը հարկաբյուջետային քաղաքականության վարող է, և նման դեպքերում հարկավոր է կոշտ հարկաբյուջետային քաղաքականություն վարել՝ բարձրացնել եկամուտները, նվազեցնել ծախսերը:
«Բայց, հաշվի առնելով մեր տնտեսության վիճակը, մենք փորձում ենք վարել ավելի մեղմ, տնտեսուևթյունն աշխուժացնող քաղաքականություն: Ամեն ժամ, ամեն օր խաղի նոր պայմաններ են առաջանում, դրա համար մենք Կառավարությունում Կենտրոնական բանկի հետ քննար կում ենք այն գործիքները, որոնք կկայունացնեն վիճակը»,- նշեց նա:
Դիտարկմանը, թե վարչապետը հայտարարել է, որ երկրի ֆինանսական շուկայում ստեղծված իրավիճակը նաև սպեկուլյացիների արդյունք է, նախարարը պատասխանեց, որ պատճառները և' օբյեկտիվ են, և' սուբյեկտիվ: Նա նշեց, որ հարկավոր է տարանջատել, փակել բոլոր սողանցքները և իրավիճակը տանել կայունացման: «Ուղղակի ամեն ինչ շատ արագ տեղի ունեցավ: Դրամի արժեզրկումը կարող է շատ արագ լինել, սակայն դա հաղթահարելը շատ դժվար է»,- ընդգծեց Խաչատրյանը:
Դիտարկմանը, թե ֆինանսական շուկայում ստեղծված իրավիճակի պատճառով խանութներ են փակվում, Գագիկ Խաչատրյանը պատասխանեց, որ նման դեպքեր կարող են լինել, քանի որ ստեղծվել է մի իրավիճակ, որն ավելի է բարդացնում տնտեսվարողների գործը: «Հիմա պետք է Կենտրոնական բանկը և կառավարությունն իրենց գործիքները կիրառեն, որպեսզի վիճակն արագ կայունանա»,- ասաց նախարարը:
Հարցին, թե քննարվում է հարկերը նվազեցնելու տարբերակ, Խաչատրյանը բացասական պատասխան տվեց՝ ընդգծելով, որ նման խնդիր այս պահին դրված չէ: Նա ևս մեկ անգամ նշեց, որ Կառավարությունը հակված է ոչ թե կոշտ հարկաբյուջետային քաղաքականության, այլ ավելի մեղմ, տնտեսության ակտիվացմանն ուղղված քայլերի:
Ազգային ժողովում այս պահին դռնփակ արտահերթ նիստ է ընթանում, որտեղ քննարկվում է երկրի ֆինանսական շուկայում ստեղծված իրավիճակը: Արտահերթ նիստը հրավիրել են ԱԺ ոչ իշխանական 4 ուժեր. Նախաձեռնությանը միացել են նաև խորհրդարանում ներկայացված մյուս քաղաքական ուժերը:
