Հայաստանի կառավարությունը 2015 թվականի հունվարի 1-ից կփոխհատուցի 32 սահմանամերձ համայնքների բնակիչների բնական գազի, էլեկտրաէներգիայի, ոռոգման ջրի սակագնային վարձը, մասնակիորեն նաև գույքահարկը և հողի հարկը: «Արմենպրես»-ի փոխանցմամբ` ՀՀ սահմանամերձ համայնքներին տրվող սոցիալական աջակցության մասին նախագիծն ընդգրկված է ՀՀ կառավարության դեկտեմբերի 18-ի նիստի օրակարգում:
Նախագծով սահմանվում են սահմանամերձ համայնքների բնակիչ-բաժանորդների կողմից սպառած բնական գազի փոխհատուցման դրույթները, համաձայն որոնց' «Գազպրոմ Արմենիա» ՓԲԸ-ի կողմից մատակարարվող գազի սակագնի մասնակի փոխհատուցումը կտրամադրվի 2015 թվականի հունվարի 1-ից մինչև դեկտեմբերի 31-ն ընկած ժամանակահատվածում գումարային մինչև 360 խոր. մետր մատակարարված բնական գազի սպառման մասով: Ընդ որում, օրացուցային տարվա ընթացքում գումարային մինչև 360 խոր. մետր բնական գազի գումարային քանակությունները լրանալը յուրաքանչյուր հաշվետու ամսում մատակարարված բնական գազի քանակության համար «Գազպրոմ Արմենիա»-ի կողմից վճարումները կգանձվեն ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովի կողմից հաստատված սակագնից նվազեցված գնով' 50 տոկոսի չափով (ներառյալ ավելացված արժեքի հարկը):
Սահմանվում են նաև սահմանամերձ համայնքների բնակիչների սպառած էլեկտրաէներգիայի մասնակի փոխհատուցման դրույթները, 2015 թ.-ի գումարային մինչև 1440կՎտ մատակարարված էլեկտրաէներգիայի սպառման մասով:
Վերոնշյալ նախագծով կարգավորվում է նաև «Գազպրոմ Արմենիա» ՓԲԸ-ի բաժանորդ չհանդիսացող, սակայն «Հայաստանի էլեկտրական ցանցեր» ՓԲԸ-ի բաժանորդ հանդիսացող բաժանորդների համար փոխհատուցման տրամադրման խնդիրը, համաձայն որի «Հայաստանի էլեկտրական ցանցեր» ՓԲԸ-ին 2015-ի հունվարի 1-ից մինչև դեկտեմբերի 31-ը ներառյալ ընկած ժամանակահատվածի համար էլեկտրաէներգիայի ծախս ունեցող ամիսներին կտրամադրվի 15 խոր. մետր, տարվա ընթացքում աճողական մինչև 180 խոր. մետր բնական գազի քանակության արժեքին համապատասխան գումար:
Միաժամանակ, ոռոգման ջրի փոխհատուցումը կտրամադրվի ջրօգտագործողների ընկերությունների սպասարկման տարածքում գտնվող ֆիզիկական և իրավաբանական անձանց կողմից օգտագործված ոռոգման ջրի դիմաց տվյալ տարում գանձվող վարձավճարների 50 տոկոսի չափով:
ՀՀ սահմանամերձ համայնքների վարչական տարածքում գտնվող, մարտական գործողությունների հետևանքով չօգտագործվող և հակառակորդի կողմից հողատարածքների գնդակոծման դեպքեր ունեցող գյուղատնտեսական նշանակության և բնակավայրերի բնակելի կառուցապատման հողատարածքների համար վճարման ենթակա հողի հարկի և այդ հողերի վրա ունեցած անշարժ գույքի գույքահարկի տարեկան գումարը հարկ վճարող ֆիզիկական և իրավաբանական անձանց անունից ՀՀ կառավարությունը նրանց փոխարեն համապատասխան համայնքի բյուջե է վճարելու ՀՀ պետական բյուջեով այդ նպատակի համար նախատեսված գումա րներից:
