Հայաստանի Հանրապետության արդարադատության նախարար Հովհաննես Մանուկյանը և նախարարի առաջին տեղակալ Արսեն Մկրտչյանը դեկտեմբերի 21-ին մասնակցել են ՀՀ նոտարական պալատի ամենամյա ժողովին:
Նոտարական պալատի նախագահ Հասմիկ Հարությունյանը ողջունել է բոլորին և ներկայացրել ՀՀ նոտարակ ան պալատի 2014 թվականի գործունեության հաշվետվությունը, պալատի անդամների գործունեության կազմակերպման և համակարգման ուղղությամբ կատարված աշխատանքներն ու նոտարական գործողությունների միասնական պրակտիկայի ապահովման նպատակով ձեռնարկված միջոցառումները:
Հասմիկ Հարությունյանը կարևորել է միջազգային նոտարական կառույցների հետ համագործակցության շրջանակի ընդլայնմանն ուղղված աշխատանքները, www.notarius.am նոր կայքի գործարկումը, «Նոտարիատի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելուն ուղղված առաջարկների մշակումը և այլն: «Մեր որդեգրած քաղաքականությունը ոլորտի զարգացման առումով պահանջում է էլ ավելի մեծ ջանքեր և նվիրվածություն: Հաշվի առնելով, որ համակարգը գտնվում է ՀՀ արդարադատության նախարարության՝ ի դեմս նախարարի, փոխնախարարների և համապատասխան կառուցվածքային ստորաբաժանումների ուշադրության կենտրոնում, գիտակցում ենք, որ այժմ, քան երբևէ, մենք ունենք ծանրակշիռ օժանդակություն՝ ուղղված ՀՀ նոտարական համակարգի զարգացմանը, դրա դերի և հեղինակության էլ ավելի բարձրացմանը: Այս ամենը մեզ պարտավորեցնում է լինել առավել աչալուրջ, խորությամբ ուսումնասիրել առկա խնդիրները և համակարգային լուծումներ առաջարկել դրանց վերաբերյալ»,-նշել է Նոտարական պալատի նախագահը և ընդգծել, որ համակարգի աշխատանքների կատարելագործմանն ուղղված աշխատանքները շարունակական են լինելու:
Արդարադատության նախարարը ողջունել է հանրապետությունում գործող բոլոր նոտարներին և նշել, որ Նախարարության գերնպատակը նոտարների կողմից մատուցվող ծառայությունների որակի էլ ավելի բարձրացումն ու դրանց վերաբերյալ բնակչության դրական գնահատանքին արժանանալն է: «Նոտարը պետության կողմից պատվիրակված ծառայություններ է մատուցում: Դա ձեզ ավելի է պարտավորեցնում ծառայել մարդկանց ազնվությամբ և բարձր պրոֆեսիոնալիզմով: Դուք պետք է ձեր վարքով, ամենօրյա աշխատանքով վստահություն ձևավորեք նոտարական ամբողջ համակարգի նկատմամբ»,- ասել է Արդարադատության նախարարը: Նա կարևորագույն խնդիր է համարել նաև նոտարական էթիկային վերաբերող հիմնահարցերը և ընդգծել էթիկական վերահսկողության արդյունավետ համակարգի ներդրման կարևորությունը: «Նոտարական գրասենյակից որևէ քաղաքացի չպետք է դժգոհ կ ամ անպատասխան հեռանա»,- նշել է Հովհաննես Մանուկյանն ու, հնարավորությունն օգտագործելով, շնորհավորել բոլորին Ամանորի և Սուրբ ծննդյան տոների կապակցությամբ:
Նախարարի առաջին տեղակալ Արսեն Մկրտչյանն անդրադարձել է Էլեկտրոնային նոտարի համակարգի ներդրման աշխատանքներին և հույս հայտնել, որ 2015 թվականին համակարգն արդեն ամբողջությամբ կգործի Հայաստանի բոլոր նոտարական գրասենյակներում՝ բացառելով թղթային կրիչի վրա ներկայացվող փաստաթղթերի կեղծման հնարավորությունն ու ապահովելով սպասարկման բարձր որակ: «2015 թվականը որակապես այլ համակարգ է ենթադրելու: Փոխվում է ժամանակը, հետևաբար, պետք է փոխվի նաև նոտարի կողմից մատուցվող ծառայությունների որակը՝ ի նպաստ իրավունքների առավել արդյունավետ իրականացմանը»,- նշել է նախարարի առաջին տեղակալը: Նրա խոսքով՝ 2015 թվականից նոտարներն իրականացնելու են նաև ՀՀ ԿԱ Անշարժ գույքի կադաստրի պետական կոմիտեի սպասարկման գրասենյակների գործառույթները: «Արդյունքում, 2015 թվականին անձը, այցելելով նոտարական գրասենյակ, կկարողանա իր ողջ գոր ծարքներն իրականացնել նույն գրասենյակում՝ ստանալով սեփականության իրավունքի պետական վկայական»,- ընդգծել է Արսեն Մկրտչյանը:
Նոտարական պալատի ամենամյա ժողովին ներկայացվել են նաև Պալատի՝ 2014 թվականի ֆինանսական հաշվետվությունը, «Նոտարական միասնական պրակտիկայի ապահովման և ուսումնամեթոդական հարցերով» հանձնաժողովի և Պալատի վարչության կատարած աշխատանքների հաշվետվությունները:
