«2014 թ-ը ես պետք է բնորոշեմ որպես բավականին բեկումնային տարի` սոցիալական համակարգերի ստեղծման աշխատանքների մասով, և շատ բարդ տարի էր բարեփոխումների իրականացման առումով, քանի որ 2014թ. տարբեր ոլորտներում մեկնարկեցին նոր համակարգերի գործունեության հետ կապված աշխատանքները և բարեփոխումները, որ տարիներ շարունակ իրականացվում էին, սկսեցին առարկայական գործել: 2014 թվականը բնորոշվեց նաև սոցիալական երկխոսության առումով: Մեկնարկեց ավելի քան մեկ տասնամյակ մշակված կենսաթոշակային համակարգը և տարին բարդ էր այն առումով, որ միանշանակ ընկալում չկար»,- այսօր տարեվերջյան ամփոփիչ ասուլիսում հայտարարեց ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը:
Ըստ նրա՝ «Ժամանակավոր անաշխատունակության նպաստների մասին» օրենքը, 2014 թվականի բարդ նախաձեռնություններից մեկն էր, որն իր մեջ պարունակում էր խնդրահարույց կետեր:
«Հաշվի առնելով տարբեր շահագրգիռ կողմերի առաջարկությունները, քննարկման արդյունքում հնարավոր եղավ վերջնական փոփոխություններ կատարել բոլորի համար բավականին ընդունելի տարբերակով: Խնդիրը ստացավ իր նպատակային լուծումը, իսկ մյուս կողմից հնարավոր եղավ պահպանել նաև առաջարկվող նոր քաղաքականությունը. փոփոխության լավագույն մասը՝ հղիության և ծննդաբերության նպաստ հատկացնել նաև չաշխատող կանանց»,- ընդգծեց Ա.Ասատրյանը:
Որպես ծրագրային ապահովման և խնայողությունների դրական արդյունք, նախարարը նշեց մայրության միանվագ նպաստի նոր կարգը:
«Երեխային ծննդյան միանվագ նպաստի չափն ավելացվել է՝ 3-րդ երեխայի դեպքում այն հասցնելով 1 մլն դրամի, ընդ որում կիրառվեց լիովին նոր մոտեցում՝ ներդնելով ընտանեկան դրամագլխի գաղափարը»,- ասաց Ա.Ասատրյանը:
Նրա խոսքով՝ 2014 թվականից սկսած՝ երրորդ և չորրորդ երեխայի ծննդյան համար պետության կողմից տրմադրվող 1 մլն դրամից 500 հազար դրամը ընտանիքը ստանում է միանվագ, իսկ մնացած 500 հազար դրամով ձևավորվում է ընտանեկան դրամագլուխ: Հինգերորդ և յուրաքանչյուր հաջորդ երեխայի ծննդյան դեպքում ընտանիքը ստանում է 1մլն 500 հազար դրամ, որից միանվագ՝ 500 հազար դրամ, իսկ մնացած 1 մլն դրամով ձևավորվում է ընտանեկան դրամագլուխ: Բացի այդ, դրամագլուխը բանկում ներդնելով՝ ընտանիքները ստանում են տարեկան մինչև 12% եկամուտ:
