ԼՂՀ կառավարությունը սահմանել է աշխատանքային կենսաթոշակը հաշվարկելու համար հիմնական կենսաթոշակի նոր չափը՝ 16 հազար դրամ« և աշխատանքային ստաժի մեկ տարվա նոր արժեքը՝ 800 դրամ: Արդյքունքում` աշխատանքային կենսաթոշակի միջին չափը 2015 թվականի հունվարի 1-ից կկազմի շուրջ 43.2 հազ. դրամ՝ աճելով մոտ 13%-ով: Որոշումը կայացվել է ԼՂՀ կառավարության՝ այս տարվա վերջին նիստի ժամանակ, որը վարում էր վարչապետ Արայիկ Հարությունյանը:
ԼՂՀ կառավարությունը հավանության է արժանացրել անժամկետ զինվորական հաշմանդամություն ունեցող երկրորդ և երրորդ խմբի հաշմանդամներին, ԼՂՀ պաշտպանության ժամանակ ծառայողական պարտականությունները կատարելիս զոհված զինծառայողների զավակների, բազմազավակ, միածնող ընտանիքների և փախստական քաղաքացիների բնակարանային պայմանների բարելավման նպատակով. նրանց կտրամադրվի հիփոթեքային վարկավորմամբ պետական ֆինանսական աջակցություն, որն արտահայտվելու է հիփոթեքային վարկի տոկոսագումարների սուբսիդավորմամբ և կանխավճարի տրամադրմամ բ:
Այսուհետ բնակարան, բնակելի տուն ձեռք բերելու համար հիփոթեքային վարկը տրամադրվելու է առնվազն 15 տարի ժամկետով, իսկ վերանորոգման համար՝ մինչև 10 տարի ժամկետով: Բնակարան կամ բնակելի տուն ձեռք բերելու նպատակով անժամկետ զինվորական հաշմանդամություն ունեցող երկրորդ խմբի հաշմանդամ շահառուներին հատկացվելու է կանխավճար՝ գործարքի արժեքի մինչև 30 տոկոսի չափով, որից երկու երրորդը կամ գործարքի արժեքի 20 տոկոսը՝ անհատույց, իսկ 10 տոկոսը՝ վերադարձման պայմանով: Մնացած շահառուներին տրամադրվելու է գործարքի արժեքի մինչև 20 տոկոսի չափի կանխավճար՝ վերադա րձման պայմանով:
Կառավարության ղեկավարի խոսքով՝ քաղաքացիների բնակարանային պայմանների բարելավումը Նախագահի նախընտրական ծրագրի գլխավոր ուղղություններից մեկն էր: Այս ծրագիրը վերաբերում է սոցիալական այն կատեգորիաներին, որոնք, հիմնախնդիր ունենալով հանդերձ, ընդգրկված չէին անվարձահատույց բնակարանների տրամադրման պետական ոչ մի ծրագրում:
Չնայած գործող հիպոթեքային ծրագիրը համեմատաբար մատչելի է, բայց մեր շատ քաղաքացիների համար՝ երկրորդ, երրորդ կարգի հաշմանդամների, ծնողազուրկ երեխաների, փախստականների և սոցիալապես խոցելի խավի համար, ֆինանսական լուրջ դժվարություններ հետ է կապված:
«Սույն որոշումը կհամարեի 2015 թվականի՝ կառավարության ամենակարևոր սոցիալական ծրագրերից մեկը, որը Նախագահի նախընտրական ծրագրի գլխավոր ուղղություններից էր հանդիսանում: Այն ոչ թե վերցվել է որևէ երկրի փորձից, այլ հաշվի են առնվել ԼՂՀ քաղաքացիների կարիքներն ու հնարավորությունները»,- ընդգծել է վարչապետ Հարությունյանը:
Նիստում հավանության են արժանացել չարորակ նորագոյացությունների դեմ պայքարի ռազմավարական ծրագիրը և միջոցառումների իրականացման ժամանակացույցը: Ծրագրի նպատակն է բնակչության շրջանում նվազեցնել այդ հիվանդության, բարձիթողության և դրա պատճառով մահացության ցուցանիշները:
Այսուհետ Արցախում դիվանագիտական պաշտոն զբաղեցնող անձն օտար լեզվի իմացության համար կստանա հավելավճար. այդ մասին որոշում է ընդունել կառավարությունը և սահմանել հավելավճարի չափը՝ երկու օտար լեզվից բացի երրորդ օտար լեզվի իմացության դեպքում՝ դիվանագետի պաշտոնային դրույքաչափի 10, դրանից ավելի օտար լեզուների իմացության համար՝ 15 տոկոսի չափով:
Գործադիր մարմնի հավանությանն է արժանացել նաև «ԼՂՀ ջրային օրենսգրքում լրացումներ և փոփոխություններ կատարելու մասին» օրենքի նախագիծը, հյուրանոցային տնտեսության օբյեկտների գնային քաղաքականության բարելավման, Արցախ այցելած զբոսաշրջիկների քանակի վիճակագրության հստակեցման և զբոսաշրջային գործունեությամբ զբաղվող բոլոր սուբյեկտների համար պարտադիր հաշվառում իրականացնելու, ինչպես նաև դրանց տարբերազատման հստակեցման անհրաժեշտությունից ելնելով՝ կառավարությունը լրացումներ է առաջարկել «Զբոսաշրջության և զբոսաշրջային գործունեության մասին» օրենքում:
